R-The Bureau of Reclamation intends to issue a purchase order to Ms. Valerie Holcomb for consultation services to support the CALFED Bay-Delta Program Executive Director and Deputy Director in all phases of the implementation of the Program's public information and outreach strategy. The prerequisite for this award was extensive experience in organizing and implementing Bay-Delta program-community meetings; briefing for the press, local government, and business groups; public outreach and education programs throughout the state on many complex and controversial water issues; development of a variety of informational documents including press releases, brochures, newspaper articles, video scripts, and a range of educational materials on CALFED and Bay-Delta issues; experience with non-advocacy organizations, knowledge and experience of the broad range of stakeholders interests, and demonstrated cooperative working relationships with CALFED stakeholders. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. No solicitation exists, and this notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
