Service (NWS) is is working with the World Meteorological Organization
on a regional network of real time, satellite-transmitting
meteorological and hydrologic stations in the Caribbean for use as a
data base for the study of regional climate and global change and a
warning system for storms, floods, landsliding and droughts. The
contractor shall provide the necessary writtendocuments needed in the
planning and coordination of the U.S. National Weather Service
technical assistance activities for international hydrometeorological
projects for the Caribbean Region. The contractor will work closely
with the International Activities Office (IAO) staff on planning,
coordination and implementation of projects. The contractor will assist
the IAO staff with management and integration of all technical aspects
of projects for the Caribbean. Contractor will assist the IAO staff
with developing recommendations for future projects tasks in the
Caribbean Region. Contractor will prepare various documents, including
background papers, proposals and communications, needed for NWS
potentisl involvement with hydrometeorological projects in developing
countries. Assist with any required written and oral presentations for
the projects in the Caribbean Region. Contractor must have
professional knowledge of hydrological and meteorological services.
Also, lnowledge in the development and implementation of technical
hydrological, meteorological and climatological projects, knowledge in
the prepara- tion of technical and administrative documents,
experience working with foreign government officials in the Caribbean
Region and must be fluency in Spanish. The contractor will liaise with
the IAO staff responsible for international development projects as
they relate to improving a foreign country's hydrometeorological
capabilities. contractor will provide monthly status reports on
contractor activities, as required. The contractor will make all travel
arrangements which will becharged to the contract as closely to U.S.
Government rules as possible. This includes transportation, per diem,
and miscellaneous expenses as appropriate and with approval of the
Chief, International Acitivities Office. The contractor will write a
pilot hydrometeorological project proposal for the Turks, and Caicos,
describing technology to be demonstrated and potential benefit to users
as a result of technology installation and communications network.
Contractor will develop and write hydrometeorological project proposal
for the Caribbean Island Region Region that builds on the CARIB-HYCOS
program, which provides for monitoring and assessment of water
resources. For example: A project where current, reliable and realtime
hydrologic and meteorologic information is critical information to
provide civil defense agencies and hazards managers in order to direct
evacuations and issue warnings of impending hazards (i.e., flash
flooding, characterize droughts and operative reservoir floodgates,
etc.) the contractor services are needed by the NWS effective October
1998 on an as-needed basis as determined by the Chief, International
Activities Office until July 01, 1999. This is a notice of intent to
award to Allen Zack. Award will be made under Simplified Acquisition
Procedures. The Government anticipates award will be made by October
