Authority and Justification is 10 U.S.C. 2304 (c)(1). This proposed contractual action is for supplies which cannot be procured through full and open competition because the authority cited states only a limited number of responsible sources and no other supplies or services will satisfy the Agency requirement, FAR 6.302-1. .
