synopsis/solicitation for commercial items prepared in accordance with
the format in FAR, Subpart 12.6 as supplemented with additional
information included in this notice. This notice constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. (i) Solicitation DAHA-98-T0150 is issued as a
Request for Quote. Quotes are requested and a written RFQ will not be
issued. (ii) The solicitation document incorporates provisions and
clauses that are in effect through Federal Acquisition circular (FAC)
97-08 and Defense Acquisition Circular 91-18. It is the contractors
responsibility to be familiar with all applicable clauses and
provisions. (iii) This acquisition will be a 100% Small business Set
Aside, the Standard Industrialization Code (SIC) is 2531 with a Size
Standard of 500 employees. (iv) The 128 ARW Contracting Office has a
requirement for: four hundred ninety eight (498) each airline seat
covers (392 covers consisting of a dark color fabric, 106 covers
consisting of dark color leather). Each cover consists of three panels
(one seat and two back panels). (v) The following requirements are
applicable: (1) Seats to be covered were manufactured by Tenryu
Industries in October of 1980, Part Number: 9738-1A; Model Number:
TB771-2; Sample Serial Number: 10826. Seat cover materials will be of
commercial aircraft quality. (2) 10 seat covers will be available as
samples and will be sent on a first come, first served basis. Requests
for samples may be faxed to 414-747-4181or E-mailed to
jensign@wimke.ang.af.mil with your company name, address, point of
contact, and voice and fax phone numbers. Seat covers to be delivered
FOB Destination to General Mitchell IAP, Milwaukee, WI 53207. Warranty:
The contractor or manufacturer standard commercial warranty shall
apply. Unless otherwise specified in the purchase order, the supplier
is responsible for the performance of all inspection requirements and
Quality Control. (vi) The following FAR provisions and clauses are
applicable to this procurement: 52.212-1, Instructions to
Offerors-Commercial Items is hereby incorporated by reference. (vii)
Solicitation provision at FAR 52.212-2, Evaluation-Commercial Items, is
hereby incorporated by reference. The Government will award a Purchase
Order resulting from this solicitation based on the following: price,
technical capability, technically acceptable, responsible, responsive,
past performance, and delivery schedule in compliance with the
requirements of this solicitation and all referenced clauses with price
being the most significant factor. (viii) Offerors are reminded to
include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications Commercial Items and 252.212-7000,
Offeror Representations and Certifications Commercial Items with its
offer. Contact our point of contact for full text if necessary. (ix)
Clause 52.212-4, Contract Terms and Conditions Commercial Items, is
hereby incorporated by reference. (x) Clause 52.212-5, ContractTerms
and Conditions Required to Implement Statutes or Executive Orders
Commercial Items, is hereby incorporated by reference. (xi) Signed and
dated quotes must be submitted to 128 ARW Contracting Office, 1919 E.
Grange Avenue, General Mitchell IAP (ANG), WI 53207-6141, ATTN: James
Ensign not later than 3:00 PM (CST) 12 Nov 1998. (xii) Contact James
Ensign at 414-747-4466, Fax 414-747-4181, no collect calls. A completed
copy of the provision at 52.212-3, Offerors Representations and
Certifications Commercial Items, must be submitted with the quote.
Offerors submissions shall comply with the instructions set forth in
this solicitation and FAR provision 52.212-1, Instructions to Offerors
Commercial Items and shall include, in accordance with FAR 52.212-1,
the following: Technical description of the items being quoted in
sufficient detail to evaluate compliance with the requirements of the
solicitation; the terms of any express warranty, price and any
discounts; delivery terms; completed copy of the representations and
certifications at FAR 52.212-3, past performance information IAW this
clause, and shall include all other applicable information required by
this clause. Delivery shall be 45 days after receipt of order. Posted
