This notice constitutes a broad agency announcement (BAA) as authorized by 6.102(d)(2) and 35.016 of the Federal Acquisition Regulation (FAR) which provides for the competitive selection of basic research proposals. Because this BAA is a solicitation, there will be no formal request for proposals or further solicitations regarding this announcement. Potential offerors should monitor the CBD for potential changes to this announcement. The Government reserves the right to select for award any, all, part or none of the proposals received in response to this announcement. Offerors may submit proposals for any number of topics but only one topic per proposal is permitted. Abstracts are requested no later than 10 November 1998. This BAA closes on 18 December 98 (date for submission of proposals) unless extended, cancelled or withdrawn earlier. TOPICS: The U.S. Army Tank-Automotive Research, Development and Engineering Center (TARDEC), Research Business Center, Survivability Technology Area, Hit-Avoidance Team, AMSTA-TR-R MS263, is soliciting proposals for innovative advanced technologies for vehicle active protection systems, to advance the state of the art in military ground vehicle survivability. These proposed technologies must be useful to more than one existing and future military ground vehicles. This BAA is seeking proposals for innovative efforts, that might include studies, analysis, development, demonstrations, or limited testing, of technologies which are vehicle integrable and which addresses the topics of interest. An active protection system consist of three major subsystems: (1) A sensor/detection subsystem that detects and tracks incoming large caliber threats; (2) A dedicated signal processor subsystem that processes and tracks the detected threat information, and coordinates the delivery of active protection countermeasures; and (3) An active protection countermeasure subsystem that delivers physical disrupt and/or defeat countermeasures against the incoming threat before it impacts onto the defended vehicle. The topics of interest are: (1) Advanced Active Protection Systems (AAPS) -- Modular/Flexible Component and Systems Designs, that has the potential of being tailored for different vehicle configurations; (2) AAPS -- Sensor/Detection Component Designs and Concepts, that can operate effectively in all weather and battlefield conditions; and/or (3) AAPS -- Large Caliber Threat Projectile Defeat Mechanism Designs and Concepts, that has the potential of disrupting and/or defeating all large caliber threats.
