source basis from Advanced Technologies International (ATI) of East
Falmouth, Ma. a Turnkey Imaging Network (1 each) to include the
following: (1) NETWORK COMPONENTS: Compaq Pentium II 350mhz or better
PC that includes 128MB Ram; 10/100 Ethernet NIC; CD-ROM Drive; Four (4)
9.1GB Hard Disk Drives Hot Pluggable Ultra Wide SCSI Drives; SCSI RAID
Controller for Wide/Ultra SCSI which supports up to 7 drives; 4/8GB
DAT Tape Drive for Backup; 15 inch Color Monitor; Microsoft Windows NT
Server 4.0 WIN-NT Option Pack with five (5) Client Licenses; Microsoft
SQL Server 6.5 Online-DOC CDROM for WINNT with five (5) Client
Licenses; Optika FPMulti Level 1 Document Image Management Software
with five (5) Client Licenses; Three year return to contractor for
parts and labor warranty on all hardware; One year technical support to
include unlimited telephone support and all updates on all software.
(2) SCAN/RETRIEVAL STATION WITH LOCAL PRINTING: Compaq Pentium II
350MHZ or better PC that includes 64MB Ram; 10/100 Ethernet NIC; CD-ROM
Drive; Two (2) Internal Iomega JAZ 2GB Drives; One (1) Internal SCSI
Zip Drive; 21 inch Color Monitor; Fujitsu M3093DE 45ipm Scanner, video,
50 page ADF Duplex; Kofax KF9240-1203 Scanner interface card; Scanner
Cable SC-1010-0000 Kofax KF9200 for Fujitsu Scanner; ATI 6815 15ppm
Laser Printer with image accelerator card and printer cable; Microsoft
Windows NT 4.0 Workstation; Three years return to contractor for parts
and labor warranty on all hardware; One year technical support to
include unlimited telephone support and all updates on all software.
(3) Fast Ethernet 5 port Hub or better and all cabling to connect
network. (4) Additional Services shall include On-Site installation of
turnkey system; Expertise on conversion from AIS AdaptFile Database to
Optika FPMulti; Two (2) day Optika System Administration training at
NSWCDD Detachment Washington, 3801 Nebraska Avenue, Washington, DC

end-usertraining at the Washington DC Site; Training on converting old
AIS AdaptFfile Database to Optika FPMulti. This imaging network will
replace an existing AIS AdaptFile Imaging System while retaining the
existing structure of the existing Image Database. The existing
standalone imaging system is classified and at no time will the
contractor have access to the existing hardware, the existing software,
or the existing imaging database. The contractor will need to construct
a turnkey system at his site with an imaging database based on an
unclassified sample structure. All of the software must be installed
and tested off-site. When the system is delivered, the contractor will
reassemble the turnkey system at the Washington, DC site and will
demonstrate its functionality with the unclassified sample database.
The conversion of the old AdaptFile Database to the new software will
be done by NSWCDD personnel. The contractor will provide technical
support via telephone to assist in the conversion. Because this imaging
network will be used for classified data, removable media is required
for storage of all software and data. For the File/Database Server, the
operating system and all software will be installed onto three
hot-pluggable hard drives configured to RAID 5. For debugging and
diagnostic purposes after the imaging system is delivered, the
operating system and software will also be installed on an additional
hot-pluggable hard drive. For the Scan/Retrieval Station, the operating
system and all software will be installed onto One (1) 2GB JAZ Disk. An
extra copy of this disk will also be made for debugging and diagnostic
purposes. Since contractors and outside repair personnel cannot have
physical access to the actual image data this will allow them access to
the system in an unclassified mode if it is necessary for repairs after
the imaging system has been delivered. Advanced Technologies
International (ATI) personnel have the expertise with the proprietary
hardware and software of the existing imaging system. ATI
hasproprietary conversion software that will enable the conversion of
the data from the existing imaging system to the new imaging system
while preserving the existing database structure. This conversion
software also enables the classified data to be transferred from a
proprietary storage format on out-of-date optical disks to the TIFF
format which can be stored on a wide range of state-of-the-art media
types. ATI has the expertise and experience to configure a new system
that will preserve the structure of the existing imaging database and
to train the government personnel so that they will be able to perform
the conversion of the classified imaging database between the existing
system and the new system. It is critical that the new imaging system
be delivered and operational before December 24, 1998. All applicable
items must be Year 2000 Compliant. Written documentation addressing
this issue must be provided with the contractor's quote. This contract
is to be processed under Simplified Acquisition Procedures on an ALL
OR NONE BASIS. All responsible sources shall submit their fax quote
which shall be considered by the Naval Surface Warfare Center, Dahlgren
Division, Dahlgren, Va. 22448. All vendors must provide their CAGE
Code, Dunn and Bradstreet number, tax identification number and shall
be registered in the Central Contractor Registration (CCR) database.
All vendors must provide written documentation stating they are
