a Request for Proposal (RFP) for an increase to the current
level-of-effort under Contract NAS8-40836. The contract provides
professional engineering and scientific services in support of the MSFC
Science and Engineering Directorate. A recent assessement of new and
expanded program/project objectives necessitates additional full time
equivalents (FTEs) to meet the current contract's project requirements
through February 1999. When the original RFP for Contract NAS8-40836
was issued in September 1994, the requirement for MSFC support on
numerous NASA projects was yet, undefined, thus the original
level-of-effort specified within the RFP was based on 204 FTEs. Since
that time, MSFC's role has been more clearly defined at a level greater
than anticipated. MSFC is dedicated to fulfilling these expanded
comitments, thus the necessity for additional skills and resources
through the Science and Engineering Support Services contract.
NASA/MSFC intends to purchase the services from Sverdrup Technology,
Inc., Huntsville, Alabama, pursuant to the authority of 6.302-1, which
implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of
supplies or services from only one source when no other supplies or
services will satisfy agency requirements. Sverdrup Technology, Inc.,
is the only responsible source capable of providing timely continuation
of ongoing, yet expanded, efforts in microgravity, advanced space
transportation, the International Space Station and other MSFC-assigned
projects. Sverdrup has established a team to respond quickly to the
Government's requirements as they evolve. Sverdrup has the specialized
services and critical skills in place to immediately enable MSFC to
meet new and expanded roles and responsibilities within established
critical time constraints. Sverdrup is uniquely familiar with the
current programs and projects supported by MSFC because of the support
they have provided to these projects since contract inception
(February 1996). Continuity of services underthis contract is vital and
must be continued without interruption in order to fulfill established
critical schedules. At least 18 critical milestones supporting the
aforementioned NASA programs/projects must be met over the next six
months. Recompetition at this juncture would initiate unwarranted risks
to these programs/projects. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. RFP will be released
on or about 15 days after publication of this synopsis in the CBD.
Firm date for receipt of proposals will be stated in the RFP. All
responsible sources may submit a proposal which shall be considered by
