(A/E) Service is required to conduct surveys and to design and furnish
working drawings, cost estimates, technical specifications, and
related information for Project No. 600-302, "Upgrade HVAC, Bldg. 128",
in the Veterans Affairs Medical Center, Long Beach, CA 90822, in
accordance with General Items as written: a. The A/E shall conduct a
thorough field investigation to determine existing conditions, noting
and comparing his findings with current VA drawings to incorporate any
differences, which may exist. He shall employ a comprehensive
evaluation, which addresses all existing utilities and structures, and
their impact in this design process. b. The A/E shall then initiate
the process of project design, following the parameters described
herein. 2. Construction performed under this project is intended to
replace existing HVAC system in the building, which will be designed
and constructed under this project. Fan coil units presently serve the
building. This project design is required to: a. Include calculation
of the total Block Load heating/cooling requirements of the entire
building. b. Provide adequately sized new chilled water connections,
valves and piping from the existing central chiller plant, to serve the
entire building, provide distribution piping to air handling units. c.
Provide a new steam/hot water converter and pumping system for the
purpose of building heating, configured and sized as described in
paragraph (b) above. d. Provide a new MCM and DDC controls throughout
the building. e. Provide a new central station air-handler and
return/exhaust systems of "single duct variable air volume" design. f.
Provide VAV reheat terminals for each zone equipped with appropriate
controls. g. Incorporate into the design, uninterrupted services of
existing systems to all occupied areas of the building during
construction; and provide unimpaired function of existing equipment,
which is to remain. h. Provide necessary structural, architectural, and
utility alterations to properly accommodate work accomplished under the
scope of this project. 3. All designs shall comply with applicable
sections of VA Publication, "Planning Criteria for Medical Facilities",
H-08-9; and "Equipment Guide List", H-08-5; also, NFPA and VA
Standards, with NFPA taking precedence. Also seismic requirement shall
comply with VA seismic design handbook, H-08-8. 4. Applicable chapters
of VA Master Construction Specifications shall be prepared including
any necessary adaptations. 5. The A/E shall carefully review, and
comply with, all requirements of the latest edition of the
Accreditation Manual for Hospitals from the Joint Commission of
Accreditation of Hospitals organization with respect to design and
operating requirements and report all conflicting conditions in
writing. 6. The A/E shall have the capability of Computer-Aided-Design
(CAD). 7. The A/E shall use "Microsoft Word" program, current IBM DOS
version in preparing specifications. 8. The A/E shall address phasing
of demolition and new construction, keeping in mind not to interrupt
the patient care. Estimated Construction cost is between $2 Million and
$5 Million. Area of consideration is limited to firms located within a
50-mile radius of the VAMC, Long Beach, CA. Interested firms may
submit current SF254 and SF255 to the Contracting Officer by COB
November 23, 1998. Firms responding to this announcement before the
closing date will be considered for selection, subject to any
limitations indicated with respect to size and geographic location of
firm, specialized technical expertise or other requirements listed.
Following an initial evaluation of the qualification and performance
data submitted, three or more firms that are considered to be the most
highly qualified to provide the type of services required, will be
chosen for negotiation. Selection of firms for negotiation shall be
made through an order of preference based on demonstrated competence
and qualifications necessary for the satisfactory performance of the
type of professional services required,that include: 1. Professional
capabilities 2. Specialized experience and technical competence, as
required. 3. Capacity to accomplish the work in the required time. 4.
Past Performance on contacts with respect to cost control, quality of
work, and compliance with performance schedules. 5. Geographical
location and knowledge of the locality of the project, provided that
application of the criterion leave an appropriate number of qualified
firms, given the nature and size of the project. 6. Any other special
qualifications required under this announcement by the Contracting
