Command is considering the development of a Marine Corps Combat
Identification (CID) system using commercial-off-the-shelf (COTS),
near-COTS, Government-off-the-shelf (GOTS), or near-GOTS components.
The objective is a system that is tailored to support all CID mission
areas: air-to-air, air-to-surface, surface-to-air, and
surface-to-surface. The CID system solution may be obtained through the
integration of several systems which, when combined, fulfill the Marine
Corps CID deficiencies in all four mission areas. The CID system(s)
must integrate with the targeting mechanisms of the weapons platforms
and/or command and control systems they are designed to support. The
CID system(s) must provide situational awareness (SA) for commanders in
near-real time, Target Identification (TI) for commanders in real-time,
and prevent fratricide in all four USMC CID mission areas under the
full spectrum of battlefield conditions. Near-real time SA is
information provided to the commander which facilitates decisions for
rapid employment of friendly forces based upon the disposition of
friendly, neutral and hostile forces. Real-time TI is information
provided to the shooter with sufficient timeliness for the shooter to
engage the target at the maximum effective range of the shooter's
weapon or weapon system(s). The CID systems proposed must be reliable,
resistant to countermeasures and designed to be interoperable with the
Marine Air Ground Task Force's (MAGTF) communications electronic
equipment. Proprietary data will be protected when so designated.
Interested firms capable of meeting the aforementioned minimal CID
requirements using COTS or near-COTS components are invited to submit
the above information in three (3) copies not to exceed thirty (30)
pages. All interested firms shall contact Vicki Whiteman by 23 November
