synopsis/solicitation for commercial items prepared in accordance with
Federal Acquisition Regulation (FAR) Subpart 13.5, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This Request for Proposal
(RFP) is identified by No. BEP-99-05(N) and incorporates provisions and
clauses in affect through Federal Acquisition Circular 97-08. This
acquisition is 100% Small Business Set Aside. The SIC code is #5063 and
the associated small business size standard is 100 employees. The
contract type will be firm fixed price. The Contractor shall provide
two lots of "Square D" I-Line Busway System consisting of 1200 AMP
Silver Plated Copper, 480Y/277V 3 Phase 4 Wire 60HZ with integral
ground 100K AMPS RMS symmetrical short circuit rating. (LOT 1) "Run A",
3rd floor to basement -- Indoor segment of run consisting of: 215 feet
of indoor feeder busway, 150 feet of indoor plug-in busway, 1 flanged
end, 2 end cable tap boxes, 9 90 degree elbows, 1 end closure, 63
fixed hangers, 3 spring hangers, 3 sway brace collars, 16 wall flanges,
3 assembly tools. (LOT 2) "Run B", 3rd floor -- Indoor segment of run
consisting of: 145 feet of indoor feeder busway, 150 feet of indoor
plug-in busway, 1 flanged end, 2 end cable tap boxes, 7 90 degree
elbows, 1 end closure, 53 fixed hangers, 4 wall flanges, 3 assembly
tools. The Contractor shall provide the standard 1 year commercial
warranty from date of delivery, warranting equipment to be free from
defects in materials and workmanship. A delivery date of thirty (30)
days after contract award is required. Material shall comply with all
applicable codes, recommended practices, and latest revisions of the
standards of ANSI/UL-857, IEEE, NEMA BU-1, CSA, Federal Spec W-B-811b
and ASTA. All busway components shall be UL listed. The busway shall be
tested and conform to Seismic Zone 4 requirements. Each item of
equipment shall have a nameplate bearing the manufacturer's name,
address, model number, and serial number securely affixed in a
conspicuous place. Busway shall be totally enclosed, indoor
low-impedance system. Short circuit rating of fittings with protective
devices shall be equal to the lower short circuit rating of the
protective device or the busway. Short circuit rating of busway plugs
equals the rating of the fuses or circuit breaker used in the plug.
Clauses/provisions: The FAR provision at 52.212-1, "Instructions to
Offerors-Commercial Items", applies to this solicitation and includes
the following addenda: Paragraph (b) Submission of offers, (i) Submit
manufacturer's certifications. Certifications shall simply state that
the line item conforms to the requirements specified. Certificates
shall be printed on the manufacturer's letterhead and shall be signed
by the manufacturer's official authorized to sign certificates of
compliance. (ii) Submit delivery schedule (iii) Submit prices for LOT
1 and LOT 2. The FAR Provision at 52.212-2, "Evaluation -- Commercial
Items" applies to this solicitation and the following evaluation
criteria shall be used to evaluate offers: (i) Conformance with
technical specifications outlined in this solicitation (ii)
Compatibility with existing busway system (iii) The offeror's delivery
schedule and (iv) The offeror's past performance and experience. (The
technical evaluation factors are all equally important -- worth 25%
each, the first two factors will be evaluated on a pass/fail basis.)
The Offeror shall provide three(3) references and phone numbers for
customers who have bought the same supplies. Between substantially
equal proposal ratings, a determination will be made as to whether the
additional technical merits or benefits reflected by a higher priced
proposal warrants payment of the additional price. The FAR Provision at
52.212-3, "Offeror Representations and Certifications-Commercial Items"
shall be completed and submitted with the proposal. Please contact

certifications. The FAR Provision at 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this solicitation and
includes the following addenda: Paragraph (o) Warranty. The contractor
expressly warrants the items for one year from defects in material and
workmanship. Warranty becomes effective upon delivery of system. The
FAR Provision at 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, applies to
this acquisition with the following addenda: Paragraph (b) the
following FAR clauses are hereby incorporated by reference: 52.203-6,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-9. The following FAR
clauses apply to this solicitation and are included by addenda:
52.247-35 "F.O.B. Destination, Within Consignee's Premises". LOTS 1 and
2 shall be delivered to the Bureau of Engraving and Printing, Shipping
and Receiving, D Street between 13th and 14th Sts., SW, Washington,
D.C. 20228-0001, Room 212-17A. Receiving hours for deliveries are 7:00
a.m. to 2:00 p.m., local time, Monday through Friday, excluding U.S.
Government Holidays and BEP year-end shutdown. The Contractor shall
schedule deliveries to the facility by calling the hotline number,
which is (202) 874-2333, at least 24 hours in advance. The dimensions
of the freight elevators located in the Annex Building limit the
maximum size of the components that can be delivered to the
installation site. Specific dimensions for these freight elevators are
as follows: 7',10" width, 8',4" height, and 11',9" depth with a
maximum weight of 10,000 lbs. All clauses can be obtained in full text
