Commerce/NOS proposes to negotiate on a non-competitive basis using
Simplified Acquisition Procedures with Management Support Technology
Inc, Fairfax VA to provide support services of the OCRM complex
communications system. A certified network engineer who has been
trained in all operational and network connectivity issues associated
with the NT network system, is required to perform the following
functions: 1. Network engineering, provide for the development and
implementation of network design changes. 2. System administration,
manage the operation of the LAN file serves ensuring that systems
software is consistent and up-to-date, manages network resources and
ensures capability, and implements standard configuration to facilitate
troubleshooting and improve performance. 3. Connectivity coordination
to unite OCRM and NOAA networks, provide technical solutions and
support. 4. Configuration management, maintain complete and accurate
records on the hardware and software configurations of each network and
backbone resource. 5. c 5. Traffic monitoring and analysis, monitor and
records data traffic statistics for the backbone network, Support the
network administrator in the analysis of the data, using specialized
statistical methodologies to determine the operational state of the
network. 6. User support, provide for the integration of network
resources and subnetworks, both on and off site, to the network
backbone, coordinating such efforts with the user and keeping the user
informed as to progress. 7. Equipment installation, installs network
hardware, including PCs, peripherals, accessory boards/cards, cables.
8. Troubleshooting hotline, implements procedures for utilizing the
MRM-PC applications software to manage the troubleshooting hotline, The
software provide a mechanism for receiving and responding to trouble
calls and provides detailed documentation of calls including call logs,
problem definition and resolution, and hardware required to be
purchases. 9. Routine maintenance, performs routine maintenance on a
daily, weekly, and monthly basis for varius network components and
maintenance schedules of maintenance procedures. Vendors who believe
they can provide the required services are invited in writing,
information as to their capabilities no later than 15 days after the
date of this notice. No solicitation documents exist, therefore a
