The Defense Supply Service -- Washington (DSSW), on behalf of the Joint Theater Air and Missile Defense Organization (JTAMDO), requires diverse operational and technical experience and knowledge using a system engineering approach. Required capabilities include program management, specialized technical analysis, operational assessments, and modeling and simulations of Theater Air and Missile Defense (TAMD) systems and initiatives. The contractor must possess Joint and Component operational experience in current TAMD operational concepts and familiarity with specific TAMD weapon systems capabilities, limitations, and supporting battle management networks. Additionally, the contractor must understand theater-level TAMD weapons employment, communication networks, and laydown considerations. The contractor must possess highly specialized technical and analytical expertise in current and developing TAMD weapon systems, battle management concepts including the Joint Composite Tracking Network, Joint DataLink studies, and threat assessment . The contractor must possess the ability to frame issues from Working Integrated Product Teams (WIPT)/ Services/ CINCs/ Joint Staff/combined staffs for senior official review/ understanding and to integrate WIPT TAMD conceptual approaches into a cohesive Master Plan. Security clearance of up to TOP SECRET/SSBI is required. The contractor will provide support to the JTAMDO process through support of the different WIPTs and other JTAMDO activities by performance of the functional tasks associated with the WIPTs and other activities. The significant, non-cost evaluation areas for award will be: Understanding and capability to perform the technical requirements; personnel qualifications; management and administrative services; and past performance. The contract will be a single award, cost plus fixed fee contract, with a base period of two years and three one-year options.
