of SOFTEARRS (formerly SOFATARP) to Aircrew Training And Rehearsal
Support (ATARS). This is a combined acquisition for Special Operations
Forces (SOF) and rotary mission aircrew training and mission rehearsal
support at Hurlburt Field, FL and Kirtland AFB, NM. This acquisition
will be a successor contract to the current SOF ATS (F33657-89-C-2170)
and MTSS (F42630-95-C-0673) contracts. The proposed award date for
this effort is approximately 30 Jun 00, with a start date of 1 Oct 00.
This announcement constitutes a sources sought synopsis and market
survey. The Government intends to award a contract to support the
Aircrew Training And Rehearsal Support (ATARS). This market survey is
issued to identify potential contractors with the skills and knowledge
required to accomplish the following effort as well as to identify
businesses currently offering the same or similar services in the
commercial market place at established catalog or market prices. The
government is interested in determining the market interest,
capability, and training solutions associated with this acquisition.
The government is planning a meeting with industry, 19 & 20 Nov 98, at
Kirtland AFB, NM to discuss the ATARS requirements and to solicit
input from industry. Please submit the names of the individuals
attending from your organization to Linda Nelson via e-mail
(nelsonl@hillwpos.hill.af.mil) NLT 9 Nov 98. Please indicate whether or
not you would like a facility tour and/or an individual meeting with
the ATARS IPT. Each contractor is limited to four individuals in the
meetings and only two on the tours. The proposed acquisition is for the
contractor to: Build and reproduce real world visual and non-visual
databases, Provide academic instruction for a given level of students,
Develop and maintain courseware, Maintain concurrent configuration
between aircraft and devices, Support networked training and exercises
in the joint synthetic battle space, Upgrade to maintain
supportability and keep pace with technology, Provide schoolhouse
administrative functions It is anticipated that the contract will
contain a one- (1) year basic contract with nine (4) one year options
for operation and maintenance. The current facility at Kirtland AFB, NM
houses the MC-130P Weapon System Trainer (WST), MC-130P Satellite
Navigation System (SNS), MC-130P Part Task Trainer (PTT), MC-130H WST,
MC-130H Load Master Part Task Trainer (LMPTT), MH-60G WST, HH-60G
Operational Flight Trainer (OFT), MH-53J WST, TH-53A OFT, MH-53J PTT,
H-53 Helicopter Procedural Trainer (HPT), and UH-1N Reconfigurable OFT
(ROFT). Other systems to be supported at Kirtland AFB include the
DBGS, TSSC, Simulator Database Facility (SDBF), Training Observation
Center (TOC), Consolidated Learning Center (CLC) stations, Integrated
Electronic Combat Simulator System (IECSS)/Electronic Combat
Environment (ECE), InterSimulator Network (ISN), Simulator Support
Network (SSN), Night Vision Device (NVD) Lab, and Local Area Networks
(LAN). The current facilityat the 19 SOS, Hurlburt AFB, FL houses the
MC-130E WST, the MC-130H Mission Rehearsal Device (MRD), and the Load
Master Part Task Trainer (LMPTT). Other systems to be supported at
Hurlburt AFB include the Avionics Subsystem Trainers (AST), Database
Generation System (DBGS), Mission Rehearsal Imagery Support System
(MRISS), Training System Support Center (TSSC), Mission Rehearsal
Observation Center (MROC), Training Management System (TMS), Battle
Management Center (BMC), AC-130U Test Bed, and Computer Based
Instruction (CBI) stations. Information contained in this synopsis is
for planning purposes only. It does not constitute an invitation for
sealed bid or request for proposal (RFP), nor is it to be construed as
a commitment by the Government. Information about this requirement
