Nelson 612-725-2189 In accordance with Federal Acquisition Regulations
Part 12 and Part 15, the Government intends to solicit for Fire
Suppression Services under Commercial Item (modified to Government
requirements) solicitation/contract format. SIC Code is 7389, $5
million. Provide all manpower, equipment, supplies and facilities to
operate a Fire Station to provide Fire Suppression Services to Veterans
Affairs Medical Center (VAMC), Minneapolis, MN. No existing VAMC
facilities will be provided to successful Contractor. Contractor will
be required to respond to all emergency calls and fire alarms; provide
24 hours per day, 7 days per week coverage under the provisions of a
firm-fixed price contract. Contract period will be from date of award
(estimated to be January 1, 1999) through December 31, 1999 with
options to renew for four (4) additional yearly periods. Contractor
must respond within eight (8) minutes of initial call with a minimum of
four (4) fire fighters. Provide pre-fire planning, emergency medical
and rescueservices, elevator rescue services and hazardous materials
response to level "A" entry as well as reset alarm system at conclusion
of incident response. Contractor shall ensure that all Fire Department
operations are conducted in a safe manner and that all Fire Fighters
are knowledgeble in Fire Fighter Occupational Safety and Health
practices. Contractor shall comply with all provisions of NFPA 1001,
1002, 1021, 1500, 1582, 472, 473 Standards on Fire Department
Occupational Safety and Health. Contractor shall develop and implement
a comprehensive training program to cover all aspects of fire
protection. Contractor shall have all equipment, personnel and training
necessary to respond to requests for emergency medical aid and rescue
at VAMC. This service shall meet the requirements of the local
Emergency Medical Services of Hennepin County. Contractor personnel
shall be equipped and trained to at least the EMT-B (Emergency Medical
Technician Basis) level. Contractor shall respond to hazardous
materials spills when requested by VAMC. Contractor personnel shall be
trained to at least the Technician Level as defined in Federal OSHA
1910.120 and NFPA 472 Standards for Professional Competence of
responders to Hazardous Material Incidents. A contingency for current
VAMC fire fighter manpower and possibly the existing fire truck may
become part of the RFP solicitation package. Interested parties should

time for receipt of Offers which is December 5, 1998 at 4:30 p.m. in
