Research Center plans to issue an IFB for Services and Materials for
Modifications to the 20-Inch Supersonic Wind Tunnel, Building 1247D,
West Area, NASA Langley Research Center, Hampton, VA. The Contractor
shall furnish all facilities, equipment, tools, materials, labor and
services necessary for, or incidental to a complete and finished job as
outlined in the specifications and drawings. BASE BID The work to be
performed includes, but is not limited to providing and installing a
new pitch and yaw system for the existing model support system, install
a Government provided variable second minimum, two hydraulic actuators,
a hydraulic power unit, and the process system necessary to operate the
second minimum. Modify the existing 20" SWT test section to accommodate
the second minimum, provide two new second minimum interlock
assemblies, including the process system necessary to operate the
interlock system, provide electronic controls required to operate the
second minimum from the facility control room, provide a new diffuser
transition section between the existing second minimum and an existing
diffuser transition, modify the downstream end of the existing second
minimum and the upstream end of the existing diffuser transition
section. Provide additional modules to the existing PLC, wire the PLC
and test new modules. OPTIONAL BID Provide and install a new five foot
diameter duct from the tunnel to a 100 foot vacuum sphere, including
supports and concrete footings for the supports; and electrical control
wiring for five foot diameter valve. The order of magnitude for the
procurement is $1.0 Million to $5.0 Million and the effort shall be
completed within 365 calendar days after notice to proceed. This
procurement is part of the Small Business Competitiveness Demonstration
Program. The SIC Code and small business size standard for this
procurement are 1542 and $17.0 Million respectively. The anticipated
release date of the IFB is on or about November 10, 1998, with an
anticipated offer closing date of on or about December 10, 1998. The
firm date for receipt of bids or offers will be stated in the IFB.
Specification attachments and drawings only will be available from the
Bid Distribution Office at (757) 864-2547. All QUALIFIED responsible
sources may submit a bid, which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement [with the exception of
the specification attachments and drawings] will be available only over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a
World-Wide Web (WWW) server, which may be accessed using a WWW browser

Prospective offerors shall notify this office of their intent to submit
an offer. It is the offeror's responsibility to monitor this site

Hard copies of the specification attachments and drawings only may be
obtained from the Bid Distribution office; however, the closing date
for the hard copy received shall be the same as the solicitation,
