The General Services Administration (GSA), Federal Technology Service (FTS), Office of Information Security (OIS), intends to procure commercially available communications, telecommunications equipment components in the form of sets of spares. One source capable of providing equipment components to meet specific spares-needs will be selected. Components are for use in support of existing classified information processing systems. Components are integral to systems interfacing directly to cryptographic systems meeting specific Red/Black separation criteria under communications security regulations. This is a combined synopsis and solicitation for a unique configuration of commercially available components and is prepared in accordance with the format prescribed in Federal Acquisition Regulation FAR 12.6, as supplemented with additional information included in this notice. Theprovisions of FAR 52.121-1, Instructions to Offerors -- Commercial Items (JUN 1977) applies to this solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is GSA, FTS, OIS Solicitation Number TIB99001 and is a Request for Proposal (RFP), commercial items. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. This solicitation is not conducted as a Small Business Set-aside. This solicitation is open to all technically qualified responsible offerors who submit a proposal by the due date and time for appropriate items. Quote price, price extensions, and terms for delivery of the required spares on a FOB Destination basis. Delivery will be to a specific building location on Camp Hanson, Okinawa, Japan. The period of performance requested is delivery 30-days or less from date of contract award or as mutually agreed prior to award. Contractor shall provide all drawings, illustration, and other descriptive literature that clearly and completely describes how components with different part numbers or descriptions offered will interface to the existing AN(slash) FCC100 Low Speed TDMs and that are connected directly to KG Cryptographic systems. All warranties will start upon receipt at the final destination of components contracted. Evaluation of offers will be conducted in accordance with FAR 52.212-2 Evaluation -- Commercial Items (OCT 1995). Evaluation Factors are Conformance to technical description and existing systems compatibility. Agreement on all deviations and exceptions taken to this solicitation are required prior to award. Past Performance will be evaluated. Quality is evaluated. Price. Offeror shall include a completed copy of FAR 52-212-3 Offeror Representations and Certifications -- Commercial Items (JAN 1997) to be considered fully for award in addition to all else.
