The feed must include live event coverage of news and special events throughout the United States. International events may also be included. The live events could be hearings on Capitol Hill, State and Pentagon Briefings, and Presidential briefings, news conferences, and speeches. Support materials such as event lists, schedules, or advisories should be provided to communicate what events will be covered. Frequency of feed must be continuous coverage of major activities of the president, other members of the executive branch and legislative branch throughout the day, as events warrant, seven days a week. The coverages of undetermined length will be regularly scheduled and ad hoc domestic and international events. The feed should be delivered via fiber optic line, satellite, or microwave to Washington, D.C. If other means are available, please specify in Response. Delivery system will be decided by Agency. Agency will use the feed material in any Agency product; therefore, worldwide rights, exclusive of the United States, are required in perpetuity for use in Agency productions which are disseminated in the following ways: theatrical and non-theatrical, commercial and non-commercial, distribution, exhibition, promotional, radio, television, simulcast, broadcast, Internet, CD-ROM, closed-circuit TV, cable systems, transmission via satellite, wireless cable, reproduction rights (in any format and standard such as VHS, PAL, etc.), excerpting, editing, translation, and adaptation. Bid Samples: Offerers must supply at least one sample feed illustrating representative coverage as described above. for date specified in the Request for Proposal (RFP/Solicitation). Sample support material of feed rundowns, scripts, ID super information, and timing of stories must also be submitted. Agency Solicitation willdesignate a specific date for sample tapes and support materials, and cite the delivery date and place of delivery. Contract performance period: One year from date of award with option to extend for four (4) additional one-year periods. USIA intends to issue a commercial acquisition type RFP/Solicitation document for this negotiated firm-fixed-price procurement by early-November 1998 with a proposal response date of mid-November 1998.
