The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, (NMFS), Office of Law Enforcement, is issuing notice of intent to negotiate a sole source contract with New Hampshire Fish and Game Department (NHF&GD), to provide supplemental enforcement of the Northeast Multispecies Plan, Atlantic Sea Scallop Plan and other Federal Marine Resources in specifically identified New Hampshire ports. NHF&GD Division of Law Enforcement, is the only federally deputized entity which is capable of implementing a program of federal enforcement assistance in New Hampshire to monitor vessel landings and, upon request, conduct site visits to determine and appropriately document vessel landing activity to ensure compliance with Federal fishery regulations. The period of performance will be from the effective date of the contract through 11 months thereafter. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. The NHF&GD is the only source capable of performing the proposed contract since it is the only source that has the authority to enforce fishery regulations in state waters. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about October 22, 1998.
