Center for Strategic Leadership's, Strategic Crisis Exercise is to be
conducted the last two weeks of March 1999. The exercise requires
contractor/government produced News media role playing support for
realistic effect. Before and during the exercise, media analysts and
controllers generate CNN-style newscasts, which are broadcast at set
periods and as needed during the exercise. Six "media" support
personnel will augment the Public Affairs Detachment's (PAD) electronic
media cell in five roles: Writer/On-camera reporter, News
Director/On-camera anchor, Two (2) news producers, Avid editor and
production assistant. Planning meetings at Carlisle Barracks will be
15-18 December 1998 and 4-6 March 1999. Additional the contract team
will travel to to the Mobile Public Affairs Detachment (MPAD)
Headquarters at St. Paul, Minesota during a multiple unit training
assignment (MUTA) drill period in January or early February 1999 (date
to be determined) to coordinate with PAD leaders. Thegovernment will
provide all workspace, equipment and supplies, i.e. b-roll, editing
machines and cameras. PAD and War College personnel will serve as
camera crews and editors. Contractor personnel must posses a secret
security classification or be escorted. All data is owned by the
government and must be protected for unauthorized release. Previous
exercise and national media experience is prefered. Simplified purchase
procedures and "Best Value" decisional rules apply. A mid-November date
for a pre-proposal conference will be announced in the RFQ packet.
Packets will be mailed after 6 November 1998. Do not telephone the
Contracting Officer for the date or time of this conference and
requests for RFQ packets must be in writing. All questions will be
answered at the pre-proposal conference or submitted in writing, prior
to the conference. Offers must include all work specified. This
