Defense Information Agency/Joint Interoperability and Engineering
Organization (DISA/JIEO) is seeking vendor information to identify
potential sources who can provide all necessary technical support to
the Defense Information Systems Agency (DISA) in accomplishing its
engineering test and evaluation (ET&E) mission to sustain and improve
the Department of Defense's (DOD) Command, Control, Communications,
Computer and Intelligence (C4I) operational readiness, warfighting, and
crisis management capabilities through evolutionary enhancement of the
National Military Command System (NMCS) command centers. The scope of
the effort involves the full spectrum of engineering test and
evaluation for the command centers and crisis management facilities
that support the NMCS. Emphasis will be on the test and evaluation of
new capabilities to determine the operational suitability within the
NMCS. The technical support required encompasses a range of tasks and
spans several disciplines, including command and control, facilities,
communications, airborne platforms, and information systems. The ET&E
support to be provided is for an initial period of twelve (12) calendar
months and may be extended, by suitable Government modification of the
contract, to a total contract term not to exceed five (5) calendar
years. The ET&E effort will be principally concerned with requirements
analyses, concept formulation, alternative development and feasibility
studies, cost estimating, planning and programming support, project
management, functional descriptions, system and subsystem design and
specifications, implementation planning, systems and subsystem
integration, interoperability studies, technology insertion and system
modernization, survivability analyses, environmental and siting
studies, human engineering analyses, configuration management, and
technical research and information resources activities. The contractor
shall be required to provide this support in two major areas: Fixed
Command Centers Systems Evaluation, and Command Aircraft C4I Systems
Evaluation . DISA has been charged with providing ET&E support to the
NMCS as the NMCS System Engineer. The NMCS is the keystone component of
the Worldwide Military Command and Control System (WWMCCS) and consists
of the National Military Command Center (NMCC), the National Military
Command Center at Site R (NMCC Site R), the United States Strategic
Command (USSTRATCOM), the WWMCCS Airborne Resources (WABNRES), the
National Airborne Operations Center (NAOC), Special Airlift Missions
(SAM) Fleet, and Commander-in-Chief (CINC) support aircrafts. It also
includes the communications required for interface with the primary and
secondary command centers at the Headquarters of the Unified and
Specified (U&S) Commands, and Service Operations Centers of the
Military Departments. The NMCS is designed to meet the command and
control requirements of the National Command Authorities (NCA) and the
Joint Chiefs of Staff (JCS) for all crises and threat
scenariosinvolving the use of military assets of the United States. The
NMCS provides the NCA with critical, time sensitive information
concerning military posture, readiness, and activities for both
friendly and enemy forces in all environments from day-to-day
operations to nuclear war and throughout all peace keeping and crises
management situations. The NMCS is also the instrument of the NCA and
of the Joint Chiefs of Staff by which the U&S Commands are controlled
to achieve United States National Security objectives on a worldwide
basis. The NMCS must be linked by reliable communications, supported by
warning and intelligence systems, and continuously manned and ready for
use. Special capabilities must be provided for communications with
strategic offensive and defensive forces and for other forces which may
be required for quick reaction in crises. The communications will be
designated and operated to assure minimum elapsed time for the
transmission of orders to the operating units of these forces. Firms
must indicate in their response the level of clearance possessed.
