CLEVELAND, OHIO, NOH94001 This notice is for informational purposes
regarding the intent to solicit Mechanical, Electrical and Interior
Finishes for Phase 3 of the new U. S. Courthouse under construction in
Cleveland, Ohio. Construction services may either be procured by
packaging one or more like trades as separate line items under one
solicitation or awarded in the aggregate under a single, prime
contractor. The actual process chosen will be identified in an amended
announcement in the Commerce Business Daily before proposals and
drawings are made available. The contractors for this project will be
competitively chosen using negotiated procedures. Phase 3 may consist
of, but is not limited to: all interior construction and finishes,
including all electrical, plumbing, HVAC, security, fire and life
safety systems for a twenty-five (25) story building containing office
and federal court functions. In addition, all of the plaza finishes
including concrete paving, stone steps, handrails and ballards. The
central A/C plant is not included as part of the proposed contract, but
all connections and distribution will be required. Spaces that will be
constructed include courtrooms and Judges' chambers, law library,
general office, training rooms, limited function auditorium, toilet
rooms, loading dock, lobbies/waiting areas, detention cell clocks,
pistol range, fitness/exercise rooms, cafeteria and eating area.
Finishes include carpet, terrazzo, tile, stone, GWM custom millwork,
and VCT. Specialty work will include custom millwork, courtroom
furniture, interior stone wall panels and benches. Options to the
contract or separate contracts may include landscaping, paving,
construction of retaining walls and earthwork required to create the
cascading park from the plaza down to Canal Road and the construction
of the pedestrian connector from Tower City's connector to lobby
including structure, finishes, stair and elevator. Close coordination
and cooperation with the Phase II contractor will be required. The
solicitation for Phase 3 is planned for release in December, 1998, with
an anticipated award before the end of February, 1999. The actual
release date for the Request for Proposals will be published in a
future edition of this publication. Funds are not presently available
and award is contingent upon the availability of appropriated funds
from which payment for contract purposes can be made. The performance
period for Phase 3 from contract execution to project completion is
approximately 26 months. The resulting contract types shall be firm,
fixed-price and the estimated value of construction for Phase 3 in the
aggregate under one, single prime contractor is within the range
between $70 to $80 million. Small business criteria for each category
is based on the contractor's average annual receipts for the preceding
three (3) years. Estimated values for construction by multiple
contracts are as follows: General Trades (SIC 1542 General Contractors
$17.0 million) from $5 to $10 million; Drywall and Ceilings (SIC 1742
Plastering, Drywall, Acoustical and Insulation Work $7.0 million) from
$5 to $10 million; Millwork (SIC 1751 Carpentry Work $7.0 million) from
$5 to $10 million; Stone (SIC 1741 Masonry, Stone Setting, and other
Stone Work $7.0 million) and Terrazzo (SIC 1743 Terrazzo, Tile, Marble,
and Mosaic Work $7.0 million) from $5 to $10 million; Painting (SIC
1721 Painting and Paper Hanging $7.0 million) from $1 to $5 million;
Carpet and Resilient flooring (SIC 1752 Floor Laying and Other Floor
Work, N.E.C. $7.0 million) from $1 to $5 million; Plumbing (SIC 1711
Plumbing, Heating, and Air-Conditioning $7.0 million) from $1 to $5
million; Fire Protection (SIC 1731 Electrical Work $7.0 million) from
$1 to $5 million; HVAC (SIC 1711 Plumbing, Heating, and

$1 million. In accordance with the Small Business Competitiveness
Demonstration Program, this procurement is open to all business
concerns. Therefore, responses from both small and large business
concerns will be considered and evaluated for selection except for
those trades identified for small business set asides if procured
separately. Small business, minority-owned and woman-owned businesses
are strongly encouraged to participate. The Government recognizes the
talent existing in smaller firms and encourages their participation in
the construction of federal facilities. Regardless of the method used
to procure and award resulting contracts, each firm will be required
to provide a brief narrative of the outreach efforts to utilize small
disadvantaged and small, woman-owned business. We anticipate the
requirement to utilize a Project Labor Agreement between each
contractor awarded under Phase 3 and local labor unions. Joint
Ventures: joint venture or firm/consultant arrangements will be
considered and demonstrated interdependency of the members to provide
a quality team effort must be established. In the event a large
business is the awardee, an acceptable Subcontracting Plan must be
approved and accepted prior to contact award. Large businesses shall be
required to demonstrate a proactive effort to have participation from
small, small disadvantaged, and small woman-owned business concerns.
