It is the intention of this solicitation to obtain access to a Landfill Disposal Site/Transfer Station (Off-Government Property) for the disposal of Solid Waste, Asbestos, Grease, composting of Landscape Waste, and the disposal of White Goods from waste collected and hauled by forces from the Public Works Center, Great Lakes Naval Base, Illinois. 2. This disposal site shall be located within a 40 mile radius of the Great Lakes Naval Training Center, Great Lakes, Illinois. 3. The Government requires that the disposal site has no legal prohibiiton preventing acceptance of waste transported from Illinois and being disposed of on the site. 4. The proposed contract will be for a period of 1 year with the option to extend for four additional years. 5. The option will be exercised at the discretion of the government if it is determined that exercising the option is in the government's best interest. 6. The solicitation will be issued as unrestricted. 7. "If a large business firm is selected for this announcement, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. The Naval Facilities Engineering Command's subcontracting goal is for 62.1% of the total subcontracted dollars to go to Small Businesses, 11% to Small Disadvantaged Businesses, and 5.2% to Women Owned Small Businesses." 8. NOTE: An evaluation preference will be given in accordance with FAR 52.219-23, "NOTICE OF PRICE EVALUATION ADJUSTMENT FOR SMALL DISADVANTAGED BUSINESS CONCERNS (OCT 1998). 9.
