The modification will incorporate additional tasks that are required to complete the report. The contractor has been intimately involved in the writing, editing, and supplemental research and its knowledge of the subject area is now richly complemented by her clear understanding of the aim of the National Agenda, the challenges and limitations faced in preparing a publication of this nature, and the goals of the OVC Director in completing this important project. It would be neither cost-effective nor efficient for the Government to identify another consultant to complete the report at the final point of completion. This modification will be negotiated under the authority of 41 u.s.c. 252(c)(1) -- Only One Responsible Source with Unique Capabilities. This is not a request for quotations.
