Idaho Technologies Company RFP No. K98-558232- Spent Nuclear Fuel Dry
Storage Project, is cancelled and a Request for Proposal (RFP) will be
issued under full and open competition by the Department of Energy,
Idaho Operations Office. Solicitation Number DE-RP07-99ID13729,
entitled Spent Nuclear Fuel Dry Storage Project, is for the purpose of
acquiring services for handling, packaging, and storage of Spent
Nuclear Fuel (SNF) at the Idaho National Engineering and Environmental
Laboratory (INEEL). The Contractor will be required to furnish all
goods and services required to place and maintain selected DOE-owned
SNF at the INEEL in modular dry storage units, for interim storage
suitable for off-site transportation, in accordance with the
requirements of the General Specifications for the INEEL Spent Nuclear
Fuel Dry Storage Project (SNFDSP). Complete and detailed description
of the scope of work will be included in the RFP, General
Specifications. Work under the contract must conform to Nuclear
Regulatory Commission (NRC) requirements for licensing (and maintaining
such license) for storage and transportation. The contractor must
design, license, construct, and operate a spent fuel dry transfer
facility and an independent spent fuel storage installation to receive
and transfer spent fuel into the dry storage units. The project
consists of four phases: 1) Phase I-A: 90% Design and NRC Licensing
Application Preparation and Submittal; Phase I-B: NRC Licensing Support
and Final Design; 2) Phase II: Fabrication, Construction, and Start-up;
3) Phase III: Fuel Handling, Packaging, and Storage Operations; and 4)
Phase IV: Facility Transfer to DOE. Complete proposal preparation
instructions will be included in the solicitation package. The Request
for Proposal can be located at the following Interned address

about December 1, 1998. The DOE-ID Current Solicitations website will
be the official medium used for posting amendments to this Request for
Proposal. All interested applicants shall monitor this website to
