and Industrial Supply Center Norfolk, Washington Detachment, intends
to award a sole-source contract to National Law Enforcement
Telecommunications System, Phoenix, AZ for an automated message
switching system that must interface with the Naval Criminal
Investigative Services users to the Civil Law Enforcement Community.
The following services will be provided: 1) a communications link
utilizing TCP/IP over frame relay protocol at 19.2Kbps minimum with
future upgrade capability to 56Kbps to a computerized message switching
system; 2) ensure that the communications link interfaces into a common
network which must automatically switch message traffic to the 50
states, several Federal law enforcement agency computer interfaces and
the Canadian Police Information Centre (CPIC) system,; 3) provide 24
hour, 7 days week, support for online circuit continuity and technical
guidance; 4) provide a minimum of two copies of any new versions or
updates of the system User Guide(s); 5) system must be capable of
multiple broadcast, e.g. regional or nationwide broadcasts; 6) system
must route singular and multiple addressed messages by established NCIC
and NLETS originating agency identifiers (ORI); 7) system must route
singular bi-synchronous multi-block and TCP/IP (over frame relay) data
protocols; and 8) system must be capable of storing and subsequently
forwarding message traffic. A Justification and Approval for Other Than
Full and Open Competition has been prepared. The period of performance
is anticipated to be 01 April 1999 to 30 September 1999, with five (5)
one year options. The SIC Code is 7373. The proposed contract action is
for supplies or services for which the Government intends to solicit
and negotiate with only one source under authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. All proposals received by
23 November 1998 will be considered by the Government. A determination
by the Government not to compete this proposed contract based on
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
