The 36th Contracting Squadron at Andersen AFB, Guam is seeking comments from industry on the draft Perfomance Work Statement (PWS) for the OMB Cirular A-76 Cost Study of Operations Support Services at Andersen AFB, Guam. Services include supply, fuels management, vehicle management, vehicle operations, traffic management and combat readiness. This acquisition is an A-76 cost comparison study that will comply with the procedures prescribed in OMB Circular No. A-76, the "Commerical Activities" (CA) program. This acquisition is an A-76 cost comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded. Standard Industrial Classification (SIC) Code applicable to this action is 8744 with a size standard of $5 million. The solicitation will be issued on an unrestricted basis. The draft PWS is tentatively scheduled to be available for downloading on 16 Nov 98 at the following Internet address http://www.andersen.af.mil/36cons/services.htm. The Government intends to select a 'Best Value' contractor through formal source selection procedures. All potential contractors may provide comments on the draft PWS. Provide all comments by fax at 671-366-5678 or by e-mail to one of the following addresses: donna.rankin@guam.andersen.af.mil or norma.reyes@guam.andersen.af.mil by 18 Dec 98. Paper copies of the formal solicitation will not be provided. The formal solicitation is tentatively scheduled to be issued in Jan 99 on CD ROM. There will be a charge for issuance of the CD ROM.
