is seeking a contractor to furnish services to translate technical
documents from the following foreign language groups into English and
on occasion from English into a foreign language. The language groups
are Germanic (German, Dutch, Swedish), Romance (French, Spanish,
Italian), Oriental (Chinese, Japanese, Korean), and Cyrillic (Russian,
Ukrainian). On occasion, there may be documents from Slavic languages,
such as Czech or Slovakian, or from the Finno-Ugric subfamily of Uralic
languages, such as Finnish or Hungarian. The documents requiring
translation may consist of, but will not be limited to, nuclear power
plant safety analysis and safety analysis reports (complete with
graphic materials, such as tables, figures, diagrams, charts, etc.),
nuclear health and safety documents, computer programs, equipment
qualification, emergency evacuation procedures, and extensive related
technical material. The contractor shall provide fully translated
documents that are legible, error-free, and of publishable quality. For
each document translated, the contractor shall complete an abstract
containing 200 words or less, a document cover page, and the required
sections of the NRC work order (WO) form. The contractor shall return
the original foreign document and two copies of the translation with
abstract, cover, completed WO, and if required, a computer diskette and
a proprietary cover sheet, to NRC by the due date specified in the WO.
The contractor shall conform to the detailed specifications/formats in
the statement of work for this requirement. It is estimated that
approximately 1,480,000 words of text per year will require
translation. The period of performance will be for a 2-year base period
with three 1-year option periods available. The SIC code is 7389 with
a business size standard of $3.5M. This proposed procurement is under
a 100 percent small business set aside. The request for proposal (RFP)
will be issued approximately November 9, 1998, with proposals due to
NRC by 3:00 pm on November 24, 1998. The RFP can be found on the
