announce their intent to issue a Request for Proporal (RFP) for
Construction Management (CM) Services for the National World War II
Memorial Project. The American Battle Monuments Commission (ABMC) has
been authorized by Congress to establish a National World War II
Memorial and has selected GSA as its agent for project management and
procurement services. The design concept for the Memorial was
unanimously approved by the Commission of Fine Arts on May 21, 1998 and
received approval from the National Capital Planning Commission on July
9, 1998. Complete CM services are required. The scope of services
include standard design phase services, procurement phase services,
construction phase services including testing and other miscellaneous
services, and closeout services including claims support, if needed.
The estimated construction cost range of the memorial is $50-$70
million. The facility is being designed in metric units. GSA policies
and procedures regardingconstruction apply to this project. One CM
fixed priced contract will be awarded, subject to the availability of
funds. The selection process will utilize source selection procedures
in accordance with FAR 15.3. The selection process will use tradeoffs
and technical factors are more important than price and price related
factors. The minimum requirements will be evaluated on a PASS/FAIL
basis and those proposals failing to meet the minimum requirements will
not receive further evaluation or consideration. The minimum
requirements follow: Offerors must demonstrate successful experience as
a Prime Construction Management (CM) professional service contractor on
at least two (2) similar projects within the past six (6) years.
Similar project is defined as a project that is comparable in nature,
type, and complexity as defined by all of the following
characteristics: (1) Project was for a new building or structure, which
included foundation excavation requiring constant ground water
containment and which requiredmoisture-restraining structures; and (2)
The project site restricted staging of materials and provided for
maintaining pedestrian and traffic flow around the site and (3) The
total project construction cost at award of the construction
contract(s) was not less than $50 million. Proposals meeting the
minimum will be be reviewed and evaluated based on the following
CRITERIA: (1) Experience on Comparable Projects (40%) (2) Past
Performance (35%): (3) Key Personnel (15%) and (4) CM Capabilities
(10%). The selected CM firm shall establish a local presence, dedicated
to this project, within the Washington, D.C. metro area within sixty
days of contract signature. This solicitation is open to both small and
large business firms. The small business size standard for the
procurement (SIC 8741) in accordance with FAR 19.1 is average "annual
receipts" of $5 million. Large business firms will be required to
submit an acceptable Small, Small Disadvantaged and Women-Owned
Subcontracting Plan in accordance with the solicitation. ABMC and GSA
are committed to assuring that the maximum opportunity is provide to
the small business community to participate in this contract. The RFP
will be issued on or about November 9, 1998 and proposals will be due
