PROGRAM SUPPORT CENTER, RTanner@psc.gov. The Human Resources Services
(HRS) through the Program Support Center, General Acquisitions Branch,
intends to award an eleven (11) month sole source Simplified
Acquisition to Ida F. Smellowsky. The contractor shall be responsible
for providing advice and preparing documents for personnel actions to
recruit staff for the Personnel Operations Division. Services to
include screening applicants for qualifications, selecting appropriate
types of appointments to match Personnel Operations Division needs and
preparing requests for personnel actions, primarily for the Office of
the Inspector General. The tasks to be accomplished are the following:
(1) Conduct job analyses to develop qualifications and rating
information for positions to be filled. (2) Assure consistency of job
analyses with position descriptions to be filled. (3) Work with
supervisor, subject matter experts and/or classification specialists to
resolve discrepancies. (4) Recruit for vacancies of organizations
services and specialized hiring programs for difficult to fill
positions and for special programs, and develop recruitment sources.
(5) Maintain an active inventory of recruitment resources for positions
expected to be vacated. (6) Advise management in developing hiring
which includes the use of feeder programs, internal reassignment and
hiring in anticipation of vacancies. (7) Monitor organization's hiring
requests, to ensure requests do not exceed ceiling allocations. Ms.
Smellowsky is uniquely qualified with extensive and broad sweeping
professional experience, with personnel job analyses to develop
qualifications, rating information, recruiting for personnel vacancies,
developing recruitment sources, difficult to fill positions and all
aspects of requirements for recruiting and hiring of Investigative
Officers for the Office of the Inspector General. Anticipated award
