The US Army War College, Center for Strategic Leadership's, Stategic Crisis exercise is to be conducted the last two weeks in March 1999. The exercise requires contracted non-personal, exercise controller support to include planning and playing multiple roles in organizations such as component commands and joint task forces. All performance is at Carlisle Barracks PA. Contractor personnel should be familiar with interagency activities, applications of national elements of power, Task force operations, SCE99 exercise structure, Combatant and functional commands, campaign planning, Title 10 functions of the services, SCE99 models and tools, and the SCE99 world summary. The first post award exercise planning meeting is 17 December 1998 with nine (9) each, five (5) hour, other planning sessions during 26 January thru 18 March 1999, then the exercise. Contractor personnel must possess a secret security classification. The requirement is for eight (8) each controllers and multiple award may be made, using simplified purchase procedures and "best value" decisional rules. A mid-November date for a pre-proposal conference will be announced in the RFQ packet. Packets will be mailed after 6 November 1998. Do not telephone the Contracting officer for the date or time of this pre-proposal conference and requests for packets must be in writing.
