identify responsible sources and obtain information in regard to
privatization of utility systems in accordance with 10 USC 2688,
"Utility Systems: Conveyance Authority." NTTC Corry Station, NETPDTC
Saufley Field and NAS, Pensacola, Florida are seeking interest and
information specifically for the privatization of the natural gas
utility systems. The resulting privatization will include assumption of
ownership, operation and maintainance, and obligation to continue the
service for an indefinite and ongoing period. OBJECTIVE: Should
privatization result, the ownership of the entire utility plant and/or
distribution system, including all operating responsibility, shall
transfer to a regional or municipal utility or to a private company.
All responsibility for maintaining reliable service, including such
items as environmental compliance, maintenance costs, major system
renovations, construction, equipment, manpower and overhead costs shall
become the utility provider's responsibility. It is intended that
privatization will reduce the Navy's life cycle costs. SYSTEM
DESCRIPTION: The following is provided only to giv an approximation of
the size and general description of the system. Any numbers may only
be estimates for this purpose. NTTC CORRY STATION, WATER: The potable
water treatment system has a permitted annual average withdrawal rate
of 7.89 MGD. The system consists of wells, treatment, storage and
distribution. Ten water wells are equipped with granular activated
carbon absorber vessels for the removal of the pesticide, Dieldrin, and
other volatile organic compounds. The distribution system consists of
four to twenty inch diameter water mains and twelve, sixteen and
twenty-four inch transmission mains. Storage is provided by two
elevated tanks and two ground reservoirs. Water treatment consists of
forced draft aeration, disinfection with chlorine, pH adjustment with
sodium hydroxide, stabilization/corrosion inhibitors with zinc
orthophosphate and fluoridation with hydrofluosilic acid. The finished
water is pumped by high service pumps at the treatment facility to the
distribution system at NTTC Corry Station, NAS Pensacola and Lexington
Terrace. NTTC CORRY STATION, WASTEWATER: Wastewater generated at Corry
Station is transported to the NAS Pensacola treatment plant. NETPDTC
SAUFLEY FIELD, WATER: NETPMSA Saufley Field purchases water from
Escambia County Utility Authority. The distribution system consists of
4 to 12 inch lines, a 150,000 gallon elevated storage tank, and a
50,000 gallon ground storage reservoir. The system does maintain water
treatment capability on an as-needed basis to maintain an adequate
chlorine residual of 0.2 mg/l. NETPDTC SAUFLEY FIELD, WASTEWATER:
NETPMSA Saufley Field's wastewater system consists of a small lift
station located on the southeast corner of the facility, gravity flow
collection and a force main system.. The gravity collection system is
approximately 7,500 feet and is composed mainly of 8 to 12 inch
diameter piping. This system flows to a newly constructed pumping
station near the old trickling filter treatment plant. Flows are pumped
through a new 6 inch PVC force main that transports the wastewater to
the Escambia County Utilities Authority (ECUA) municipal collection
system for treatment. The force main connects to the ECUA system at the
intersection of Saufley Field Road and Blue Angel Parkway. The recently
abandoned wastewater treatment will be closed out with the direction of
the Florida Department of Environmental Protection. Posted 10/23/98
