The Pentagon Renovation Management Office is soliciting proposals for the design and construction of a new 220,000 gsf Remote Delivery Facility and underground access tunnel located at The Pentagon, Arlington, Virginia. The estimated cost is between $30,000,000 and $50,000,000. The project is expected to reach substantial completion no later than August 30, 2000. Collocation of a power facility is being considered, which would increase the overall size of the facility to approximately 250,000 gsf. A two phase best value source selection will be utilized leading to a fixed price incentive firm target design-build contract with award fee. During Phase One, firms will be selected to participate in the Phase Two competition on the anticipated basis of (1) Past Performance Confidence and (2) Technical Approach. During Phase Two, the firms selected during Phase One will compete for the design-build contract. One firm will be selected based on the expected evaluation of (1) Quality of the Proposed Design Solution, (2) Management and Technical Confidence, and (3) Schedule. Subject solicitation will be released on CD-ROM at no cost to interested parties on or about November 13, 1998. A Pre-Proposal Conference will be held on or about December 2, 1998, details to follow.
