15 -- F-16C MODEL AIRCRAFT AND ALTERNATE MISSION EQUIPMENT AND AN/APG-68(V)5 SOL n/a POC Sandra Palmatier, Contracting Officer, (937) 656-6040/Scott Back, Contract Negotiator, (937) 656-6038 The F-16 System Program Office, ASC/YP, is contemplating acquisition of one F-16C model aircraft for the United States Air Force. Potentially included in this buy is alternate mission equipment, which would include the following: advanced missile RIU, launcher adapters, wing weapon pylons, advanced conventional RIU, wing fuel pylons, centerline pylons, electronic countermeasures adapters, and chaff/flare dispenser covers and AN/APG-68(V)5 radar. Contract modifications are anticipated to be awarded to Lockheed Martin Tactical Aircraft Systems (LMTAS), Fort Worth, Texas for the air vehicle and to Northrop Grumman Electronics, Sensors, & Systems Division, Linthicum Heights, Maryland for the AN/APG -68(V)5 radar, in the first quarter of CY99. Aircraft delivery would be in 2001. LMTAS and Northrop Grumman have successfully demonstrated prototype and full-scale development of F-16 air vehicles and radar and have each delivered over 3600 production models. The purpose of this synopsis is not a request forcompetitive proposals. However, all proposals received within 45 days after the date of publication of this synopsis will be considered by the government. The successful contractor(s) will be required to provide the material, factory test equipment, assembly personnel, program management, data management, hardware and software engineering, facilities, staff, and other equipment and services necessary to fabricate, assemble, test, and deliver F-16C air vehicles or radars to the government. The contractor(s) must be capable of delivering a fully qualified F-16C aircraft, that meets all USAF requirements, within 30 months after the award of the contract(s). The contractor(s) should include the following in his (their) response(s): 1) identification of key management and program personnel with a resume of their previous experience, 2) identification of existing fighter aircraft or radars he has produced, 3) discussions of specific instances of previous experience as a fighter aircraft or radar contractor, 4) evidence of capability to perform successfully within the above described parameters, and 5) size status in relation to SIC 3721, 1500 people.
