synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. GENERAL REQUIREMENTS: The Cost Per
Copy Contract is a fixed price contract for one year with three option
years, minimum monthly volume is 250000 copies. Twenty-six (26),
twenty page per minute and four (4), thiry page per minute (at a
minimum) multi-functional (digital) machines are required. Machine
offered are in current production as of the date of this offer. Machine
shall be equipped with a lighten/darken contract control; copy
carbonless blues; examined samples shall show a reflectance not greater
than 50%; copy within 3/16 inch of the leading edge of paper and to
within 1/8 inch of the remaining three sides; capable of producing
copies on transparencies and gummed labels. Machines shall have a
self-diagnostic system that indicates as a minimum a) needs paper, b)
needs toner, c) paper jam. Platens shall be a minimum of 11" X 17" and
be of the "flat bed" type. Machines shall have the capability to copy
bound documents. Machines shall conform to the requirement of
Underwriters Laboratory (UL) Standard, shall perform satisfactorily at
any temperature between 50 and 90 degrees Fahrenheit, shall perform
satisfactorily at any relative humidity between 15 and 85 percent.
Machines shall contain no hazardous material. Machines shall have an
energized indicator on control panel and be equipped with "surge"
protection. The machines shall have only the manufacturer's serial
number, permanently and legibly stamped or affixed to an accessible
component. An operator's manual shall be furnished with each machine
supplied. No machine offered may produce less than 20 copies per
minute. Offeror shall provide a copy of the manufacture's brochure
which clearly identifies the make, model and specification of the
machine. All machines supplied will be capable of operating with
MS-DOS, Windows 3.11, Windows 95, Windows NT 4.0 (server and
workstation) and UNIX environments. All machines shall be supplied with
network interface cards. MACHINE REQUIREMENTS: Automatic Document
Feeder, Sorter, Full Automatic Duplexing and Stapling. Standard
requirements are copy speed of 20-30 letter size (8.5" X 11") copies
per minute, capable of copying, printing, scanning and faxing
operations athe the machine and through the network. Base Configuration
of offered machines will be the capability to copy and print. Machines
shall ve capable of reliably producing at least 15000 copies per
month. If machines are of the tabletop design a standard commercial
base to be provided. Machines shall have a minimum of three (3) preset
reduction/enlargement ratios, one of 64 +/- 3%, one of 75 +/- 4% and
one of 120% (+10 -5) of the original. Zoom feature allowing
continuously variable enlargement in increments no larger than 1%.
Machines with one or more of the following are considered to be
compliant; preset ratios accessible by pressing the appropriate button,
automatic magnification where by the machine senses the size of the
original and when the size of the copy paper is specified can
automatically set the necessary enlargement/reduction. Paper Tray or
Stack feeder, shall be furnished with a minimum of two (2) trays,
additionals to be provided if required to handle various sizes. Shall
feed paper sizes 8.5" X 11, 8.5" X 14" and ll" X 17". One of the trays
shall have capacity for 500 letter size sheets of paper. Machines
shall have a receiving area for copies. Machines shall be equipped with
automatic document feeders which are capable of automatically feeding
originals up the 8.5" X 14" in size, and feeding 11" X 17" originals
either automatically or semi-automatically. Machines shall perform
automatic duplexing (two-sided) copying onto paper 8.5" X 11". OPTIONAL
FEATURES: Offerors will provide the per machine costs for leasing the
fax and scan options during the life of the contract. Fully automatic
duplexing for the purpose of this document means that no operator
handling of throughput or originals is required to obtain two sided
copies, once the original has been inserted in the feeder and the start
button is pressed, the document feeder is capable of feeding and
inverting two sided originals up through 8.5" X 14" in size and feeding
11" X 17" originals either semi-automatically or automatically. Sorter
bins, twenty (20) with a capacity of 30 sheets (8.5" X 11") and the
ability to receive copies up through 11" X 17", alternatively machines
may be furnished with offset stacker in lieu of sorter bins.
CONSUMABLE SUPPLIES: Shall be furnished by the contractor with the
exception of paper. MAINTENANCE: Service Calls will be responded to
during normal working hours, Monday through Friday (Federal Holidays
and weekends excluded) within four (4) working hours. Response time
will begin upon notification from activity of malfunction. Each machine
furnished under this contract shall perform at a monthly effectiveness
level of 95%. The effectiveness level for the machine is computed by
the formula one (1) minus the total number of hour's downtime divided
by the total production time in the month. Total productive time shall
ve computed by multiplying 8 hours per day by the number of working
days in the month. If the monthly effectiveness level is 95 percint or
higher there is no credit due under this provision. Failure jof any
particular machine to achieve a monthly effectiveness of 95 percent
shall entitle the Government to unilaterally take credit against the
monthly billing for each day the equipment is inoperative. The credit
shall be a percentage amount of the cost-per-copy monthly charge per
machine, which sall be determined by subtracting the actural percentage
of effectiveness level attained during the month from 100. If a machine
operates at less than 95 percent effectiveness level for 30 consecutive
days, the contractor shall replace the machine. Example of
effectiveness formula: If machine was down for 20 hours in a month
which had 168 hours of total productive time, the percentage downtime
would be 11.9% (20hrs/168hrs) the effectiveness level would be 88.1%
(100%-88.1%), in this instance the credit due the Government would be
11.9%. TECHNICAL MAINTENANCE SUPPORT: The contractor shall have the
responsibility to provide sufficient management and certified, factory
trained technicians to service the model of machines under this
contract. REPLACEMENT AND BACKUP EQUIPMENT: If a machine fails to
operate the contractor shall provide and immediate replacement. During
the contract period, should the repair record on any machine reflect
a downtime of 5% or more of the normal working days in one 30 day
period the Contracting Officer Technical Representative (COTR) will
make determination to replace the initially installed equipment or have
contractor's representative certify repairs on the machine are
sufficient as to preclude additional abnormal operation. The contractor
shall have in stock backup equipment, when a machine cannot be repaired
within 4 working hours after notification of malfunction it will be the
option of the notifying agency to request a backup machine of equal or
greater capability as the original. Backup equipment may remain in
place for a maximum of 40 working hours, if the original machine has
not been repaired, the Contractor must provided a replacement of the
same make and model as the original machine. METER CARD REQUIREMENT:
The contractor will manage the meter card program. The Missouri Army
National Guard will be responsible to taking and providing the readings
to the contractor for monthly billings. CONTRACTOR BILLINGS: The
contractor shall provide a consolidated, itemized, subtotaled monthly
invoice. SITE PREPARATION: The Government shall provide the Contractor
access to installations sites prior to Request For Quotation closing,

location. UNACCEPTABLE COPIES: The Government will not be responsible
for unacceptable copies. GOVERNMENT USAGE STICKERS/DECALS: Constractors
should be aare that an Army directive requires all machines contain a
statement similar to "Reproduction of classified documents on this
machine is stricly prohibited." Therefore prior to installation of
machines the contractor shall be responsible for placing Government
provided stickers/decals. RELOCATION OF MACHINES: The Government
reserves the right to request machines be relocated. Any machine may be
relocated (after initial installation) one (1) time per contract year
at no charge to the Government. Only the Contractor will make the
relocation of the machines, except in cases here the Contractor
determines (prior to the move) that the relocation does not required
trained technical personnel for reinstallation. The Contractor shall be
notified of any intended relocation by the COTR, relocation shall take
place within 48 horus of notification. This RFQ is being advertised as
unrestricted with a Required Delivery Date of 15 December 1998. US
Department of Labor Wage Determination 94-2311 (Rev 12) Classes 01300,
23181 and 23182 apply to this acquisition. The following provisions
