& Industrial Supply Center Norfolk Detachment Washington intends to
request quotes and order human resource support services on behalf of
the Department of Agriculture. **DESCRIPTION: The contractor will
conduct a classification and position management review of an
organization of approximately 65 positions within the U.S. Department
of Agriculture (in Washington DC). Positions are mainly administrative
(e.g., finance, budget, management and program analysis, computer
analysis, support specialists and the inherent support personnel) and
blue-collar (motor vehicle operators, warehouse and material handling
occupations), most of which are on separate position descriptions. The
contractor will review organizational and historical information,
conduct fact-finding and audits, prepare job descriptions, classify and
prepare an evaluation statement for each position, prepare position
management recommendations and cost factors resulting from the review,
and revise job descriptions, as necessary.Classification of the
positions will be in accordance with applicable guidelines (e.g., OPM
classification standards and appeal decisions, Comptroller General
decisions), and recommendations will be consistent with these
guidelines. The contractor will collect pertinent information from
management and employees, prepare the position descriptions and
accompanying evaluation statements, and prepare position management
recommendations regarding the impact of the classification actions.
Position management recommendations may require analysis of such
considerations as "grade creep," career ladder implications,
streamlining, redistribution of work assignments, agency performance
goals, the effect on the current organization, career ladders, and
similar position management considerations. Office space, telephone,
facsimile, and computer equipment will be made available to the
contractor. ** The estimated period of performance is sixty calendar
days from date of award. The government anticipates the contractor
willrequire at least two specialists plus clerical support. The
resulting order will be firm-fixed price. A Request for Quote (RFQ)
will be issued on or about 2 November 1998. Quotes will be due not
sooner than 9 November 1998. Quotes will be evaluated upon a "best
value" basis and an oral presentation may be required as part of the
quote. Parties interested in receiving an RFQ should fax their request
