V -- FLIGHT SERVICES TO PROVIDE AIRCRAFT WITH MAINTENANCE SUPPORT SOL 8099-03 DUE 120798 POC Vicki Adams, Procurement Technician, phone 208-387-5760; fax 208-387-5780 In January, 1998, a solicitation (8098-07) was issued requesting offers on four, twin engine turbine powered aircraft to be used by the Bureau of Land Management in low level lead plane and air attack missions related to fire fighting. The requirement was to provide aircraft with maintenance support but without pilot for a field season of 180 days beginning approximately April 1. The aircraft were to be located in the Western US and Alaska. The solicitation also contained options for two additional years. Minimum performance requirements for the aircraft (as revised) were single engine service ceiling of 12,000 feet; a minimum recommended cruise speed of 200 knots; endurance of at least 4 hours at 75% max rated power; 5 passenger seats in addition to the pilot seat; and approved for single pilot IFR per 14 CFR 135. In March 1998, OAS awarded one contract to Dynamic Aviation Group, Inc. for two King Air 65A90-1 aircraft. The awarded amounts were $539 per day per aircraft plus $325 per flight hour. Another contract was awarded to Horizons Unlimited for an Aero Commander at higher prices. The aircraft awarded fulfilled the performance characteristics of the solicitation. Funds were not available for additional awards. The purpose of this acquisition is to resolicit that requirement with comparable minimum specifications and attempt to award a contract (s) for four similar aircraft. Preference would be given to four similar aircraft to minimize the need for cross training of pilots. The contract will involve an initial year plus four option years. Award is anticipated on up to four aircraft unless options under the existing contracts are found to be more advantageous to the Government.
