11/17/98. Contractor shall provide all labor, materials, equipment,
transportation, supervision and disposal necessary for the replacement
of Ambrose Light Tower, Approaches to New York Harbor, New York, NY
(New York County). Work includes fabrication and installation of one
offshore light tower in approx. 95 ft of water, and the salvage removal
and disposal of an existing tower. Evaluation criteria consists of the
following: (1) Price; (2) Past Performance, including marine
construction experience and fabrication of offshore towers experience;
and (3) Technical Approach, including the offeror's approach to
accomplishing the demolition and disposal of the existing Ambrose Light
Tower, the installation of the new Ambrose Light Tower, and equipment
and transportation to be used. Estimated cost of this project is
between $1,000,000 and $5,000,000 dollars. SIC code is 1629. Contract
completion date is no later than 09/30/99 and is subject to liquidated

BUSINESS ENTERPRISES: The Dept of Transportation (DOT) Office of Small
and Disadvantaged Business Utilization (OSDBU) has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
