Industrial Supply Center (FISC) Norfolk Detachment Washington is
seeking sources for industry comment for the rebuild, retrofit and
modernization of an Onsrud Division of Danly Machine Corp., Numerically
Controlled (NC), 5-Axis Profiling Machine, Model R288-24-10, Serial
#777195-01, manufactured in 1975. The machine is currently in use at
the Naval Foundry and Propeller Center in Philadelphia, PA. The machine
is a bridge type milling/profiling machine with stationary cross-rail
and moveable table. It consists of bed, longitudinal table, rotary
table, columns, cross-rail, saddle and slide assembly (with spindle and
milling attachments) and hydraulic power units, air, vacuum, coolant
and lubrication assembly, chip disposal conveyor system, and all
necessary electrical and magnetic components required to operate this
machine. The approximate size is 45 feet long x 42 feet wide x 32 feet
high. The estimated weight is 1,000,000 pounds. The rotary table is 24
feet in diameter with a table load capacity of 300,000 lbs. The
rebuild, retrofit and modernization shall restore, add to and enhance
the capabilities of the Profiler to perform operations to both
right-hand and left-hand propellers having hubs and blades formed from
a single integral casting and the machining of blades including those
having areas of limited tool access due to blade overlap. The material
composition of bronze alloys utilized in the manufacture of propellers
is in accordance with MIL-B-24480. The scope of services sought
includes but is not limited to the following: a. Inspect, repair,
rebuild or replace all machine components, assemblies, or
sub-assemblies including axis servo drive systems and motors;
positioning devices; ball screws; rack and pinions; electrical system;
video monitoring system; hydraulic, coolant, lubrication, pneumatic
and vacuum systems; bed; table saddle; table (including hydrostatic
pump and lines); rotary table center swivel; ring gear; hydrostatic
pads; machine work surface; columns cross rail saddle and ways;
cross-rail vertical slide assembly ways; A-axis gear box and
transmission; tychoway bearings, hydrostatic pads and tubing; headstock
(spindle and drive); head (attachment) changer; spindle attachments;
tool loading station; counter balance system; way covers and wipers; b.
Replace meters; c. Replace the existing control system with a Computer
Numerical Control (CNC) system and post processor; d. Removal,
disassembly, reinstallation of the machine; e. Training for Programmer,
Operator and Maintenance personnel; f. Revised technical data; g.
Quality assurance testing. A solicitation does not exist, therefore, do
not request a copy of the solicitation. If a solicitation is released,
it will be synopsized in the CBD on a later date. Contractors having
the capabilities necessary to meet or exceed the stated requirements
should request a copy of the RFI; complete with all requested
information for a clearance to access the Government's site. The
Government will respond by sending a copy of the RFI for industry
review and comment. All interested parties requesting a copy of the RFI
will be invited to attend a site visit projected for scheduling during
the later part of November 1998. Only those personnel able to obtain
clearance to enter the site shall be allowed at the site visit. To
receive a copy of the RFI before the site visit, please contact Doug
Elliott at the Fax number or E-mail listed in # 11 above. The purpose
of the site visit better familiarize interested parties with the
equipment and the site conditions so as to encourage quality comments
from industry. RFI requests shall be submitted to the Contracting
Officer on company letterhead with the attendee's name, social security
number, date and place of birth, proof of U.S. citizenship (Naturalized
citizens must provide naturalization number). All visitors shall have
picture identification; proof of U.S. citizenship or currently approved
security clearance. The site visit will be conducted at the Norfolk
Naval Shipyard Detachment Philadelphia, Naval Foundry and Propeller
Center, Bldg. 20, Philadelphia, PA. 19112. Questions resulting from the
site visit and requiring a response prior to submission of industry
comment shall be sent, in writing, to the Contracting Officer
no-later-than 10 days after the site visit. The Government will
consider recommendations for improvements to the machine including
increased spindle speeds, increased horsepower, and improved control
features. Other than disassembly and reassembly, all work shall be
performed off-site at the contractor's facility. The standard
industrial code (SIC) for this requirement is 3559 with a small
business size standard of 500 employees. This Synopsis is for
information and planning purposes only and is not to be construed as a
commitment by the Government nor will the Government pay for
information received in response to this RFI. Respondents deemed fully
qualified will be considered in any resultant solicitation for the
requirement. All responses shall reference the RFI number associated
