SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB960006 IS
BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED
ACQUISITION PROCEDURES. Incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-06. This acquisition
is a total small business set-aside under SIC code 3821 and the
related small business size standard is 500 employees. The National
Institute of Standards and Technology's (NIST's) Optical Technology
Division has a requirement for a Twin Cavity Large Aperture High
Temperature Blackbody Furnace, as described in the technical
specifications below, which will be used as a transfer source in
calibrating heat flux gauges up to 300 watts centimeter squared.
TheContract Line Item Numbers (CLIN), quantities, and unit issue are as
follows: CLIN 0001, Blackbody with the Associated Heater, one (1) each;
CLIN 0002, Power Supply, one (1) each; CLIN 0003,
Computer/Micro-Processor Controlled Pyrometer Based Temperature Control
System, one (1) each; CLIN 0004, Installation and demonstration, one
(1) lot. The following are the technical specifications of the system:
The complete blackbody system shall comprise of the blackbody with its
associated heater, suitable power supply, and the
computer/micro-processor controlled pyrometer based temperature control
system. The largest diameter of the radiating aperture shall be at
least 50 mm in diameter with a minimum heated length of 4.5 times the
diameter on either side of the heated partition. The construction shall
be of modular type to be able to use other smaller size heated cavities
with the same power supply and support assembly. The operating
temperature range of the blackbody to be 600 degrees Celsius to 2500
degrees Celsius, with 0.1 degrees Celsius long term stability over a
period of 8 hours, and an aperture emissivity of 0.99+. The rise time
to maximum temperature from ambient conditions shall be less than 15
minutes. The inner geometry from the base of the cavity to the exit of
the extension sight tube shall be smooth without any step at the
joints or at the end caps. The construction of the blackbody and the
associated support structure shall be such as to facilitate testing of
the sensors close to the exit of the blackbody and inside the heated
cavity, and accept interchangeable extension pieces at the heated end
of the cavity. The complete system including the blackbody, furnace and
the control system shall be delivered, installed and demonstrated
within 90 days after contract award. The vendor shall deliver all line
items FOB Destination to NIST, Building 301, Shipping and Receiving,
Gaithersburg, MD 20899-0001. The provisions at 52.212-1, Instructions
to Offerors-Commercial Items, applies to this acquisition. The
provision at 52.212-2, Evaluation-Commercial Items applies to this
acquisition. The Government will award a purchase order resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price and
other factors considered. The following other (non-price) factors shall
be used to evaluate offers: 1) Technical capability to meet the agency
need and 2) Past Performance. Technical and past performance when
combined are significantly more important than price. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, including subparagraphs (6) 52.222-26, (7)
52.222-35, (8) 52.222-36, (9) 52.222-37, (10) 52.225-3, and Department
of Commerce Agency-Level Protest Procedures Level Above the
Contracting Officer, which can be downloaded from the NIST Web Page
located at http://www.nist.gov/admin/od/contract/protest.htm. All
offerors shall submit the following: 1) Three (3) copies of a quotation
which addresses CLINs 0001 through 0004; 2) Technical description
and/or product literature; 3) Description of commercial warranty; 4)
Two (2) copies of the most recent published price list(s); 5) A list of
two (2) contracts/purchase orders completed during the past three years
for similar equipment with the following information: Name of
contracting activity, contract number, contract type, total contract
value, contracting office and telephone number, and program manager and
telephone number; 6) A completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items which may
