Oct 15, 98 is amended to clarify that all interested companies should
respond and identify their business size in their qualification
statement. The U.S. Army Space & Missile Defense Command plans to
contract for effort title, Extended Air Defense Testbed (EADTB)
Integration and U.S. Site Development. EADTB requirements are
characterized by software development reaching maturity, continuing
user enhancement and increasing user support requirements. The
contractor will be required to efficiently manage and field a team of
software engineers, developers, testers, hardware technicians and
support staff, with expertise in Ada programming, ORACLE Database, and
EADTB applications necessary to continue to meet the increasing
numbers of growing U.S. Government modeling and simulation studies and
events for critical space and missile defense issue resolution.
Expectations are that EADTB software, which is comprised of
approximately 2 million lines of Ada code, will require inclusion of
50to 80 Software Change Requests (SCR) annually which would drive
software deliveries. User support requirements are growing and include
activities such as; direct user support, user call desk support, site
support, resolution of open items (software trouble reports, etc),
user experiments and study support, creation and revision of technical
specifications and documentation, recreation and revision of on-line
resources such as user documentation and EADTB Web Browser, formalized
training, node installations to possible include configuration
management. Additionally, the contractor shall be required to support
the Government at demonstrations of EADTB capabilities to include user
conferences, symposiums, and training and exercise events. Any
