Sought. The Air Force is seeking interested sources from industry
regarding the Agency's requirement for mission critical support
equipment that will satisfy multiple aircraft system rapid/emergency
reporgramming needs. It is the USAF intent to replace the existing
Memory Loader Verifiers (MLV's)/Program Loader Verifiers (PLV's) and
Digital Computer System (DCS) with a ruggedized portable computer
system for mobile application in a flight-line environment. It will be
a one person carry type portable computer. The replacement must
provide continuous and effective support for flight-line operations
that involve rapid mission computer reprogramming, aircraft
maintenance, data collection and data analysis with a common hardware
platform. The equipment shall contain a computer processor unit with
peripheral interfaces, MS Windows NT 4.0 or higher operating system,
external device interface accessories with associated software drivers
and aircraft adapter groups. The interface accessoriesshall provide
the capability to communicate with the external devices using the
RS-232C, Quad RS-422, Mil-Std-1553B, IEEE-488 buses and Ethernet
connection. This program has been designated the Common Aircraft
Portable Reprogramming Equipment (CAPRE). This notice is issued for the
purposes of obtaining interested sources and their capabilities. All
interested sources need to identify their business size standard,
including number of employees and yearly sales figures, and if they are
interested as being a prime, subcontractor, or supplier for the
program. The Agency also requests a capability statement from all
vendors. In addition to the company's normal capability statement, all
vendors are requested to provide information and address all the
following issues as an addendum: (1) Knowledge in Digital Data
Communication; (2) Knowledge in integrating computer system for data
communication; (3) Knowledge in transporting Ada 83 software to Ada 95
software. (4) Ability to develop and produce adapter group interfaces,
from the computer system to the aircraft, used for transmitting and
receiving data communication while on the flight line. (5) Product
Support, warranty; (a) repair/sustainment capability; (b) commercial
practices for obsolescence (c) commercial practices for upgrades to
items (6) Interface knowledge. (7) Manufacturing capability. (8)
Commercial practices for verifying environmental and temperature
requirements. (9) Knowledge of memory/program load verifiers. (10)
Ability to plan and integrate a program in the range of $40M-$90M. As
stated, all categories must be addressed. If none, so state in your
capability statement. SIZE STATUS: Offerors responding should indicate
whether they are, or are not, a socially disadvantaged business, a
Historically Black college or University/Minority Institution, a
woman-owned business, and should indicate their size status. Notice to
Foreign-Owned Firms; such firms are asked to immediately notify the
Air Force contracting point of contact below, before and upon deciding
to respond to this announcement. Foreign contractors should be aware
that restrictions may apply which could preclude their participation in
