R -- SECURITY SUPPORT SERVICES SOL NA DUE 121498 POC John, 202/514-2919, Contracting Officer Andrea Grimsley, 202/514-3420 The Immigration & Naturalization Service intends to modify contract number COW-5-C-0001 with USATREX, International, 1953 Gallows Road, Suite 810, Vienna, VA 22182, on a sole source basis. The modification will increase the maximum quantity of hours orderable under the line items by approximately 160,000 hours and increase the maximum value (ceiling) of the contract by a maximum of $5,890,151 during the period from January 1, 1999 through September 30, 1999. This five year indefinite delivery, indefinite quantity, time and materials type contract was awarded to USATREX for Security Support services under the authority of the Small Business Administration's 8(a) program with a ceiling of $18,407,871. It provides for a variety of labor categories, including background investigator, physical security specialist, information security specialist, technical writer and escort/courier. These personnel are provided at the INS Headquarters in Washington, as well Administrative Centers in Burlington, VT, Dallas, TX, Minneapolis, MN, Laguna Niguel, CA and 4 local INS offices. The fourth option year of this contract was exercised on October 1, 1998 for the period through September 30, 1999. However, services totaling $16,448,022 have been ordered to date and the FY99 requirement is estimated at 124 full-time-equivalents and $7,850,000. Given that requirement, INS projects that it will meet the ceiling value of $18,407,871 as of December 30, 1998. A full and openly competed followon procurement will commence in the next 30 days. However, award of a new contract is not projected before April 1999. Any new contractor selected will require a 60 -- 90 day transition period before it can begin full performance. This transition period is necessary to allow any new contractor to hire staff, submit security clearance packages on all employees and have them approved, as well as provide sufficient notice to current employees of any change in employer. Until this new contract is awarded, USATREX is the only company capable of economically maintaining services nationwide without disruption to the INS Security Program. All interested parties may submit a proposal which shall be considered by the Agency. See numbered Note 22. The INS encourages all interested vendors to submit a request to be place on our mailing list for the expanded followon procurement which will be formally synopsized in the next 15 days.
