The Volpe Center plans to procure through Simplified Acquisition procedures, qualified marine drafting firms to provide support with supervisory oversight to assist the Volpe Center s marine programs. The contractor shall develop Level I ( Conceptual/Developmental) and Level II (Production/Shop) industry standard drawings for marine and shipboard related work. Prototype ISO compatible shipping and storage containers, ISO compatible shipping racks for Modular Causeway Systems, and the installation of various prototype shipboard components on Army watercraft and other ships are some examples of marine type work. Marine drafting capabilities in electrical, mechanical and structural areas are required. The contractor must have knowledge of the Army watercraft programs, U.S. Coast Guard V essels and other marine work. The contractor must be geographically located within commuting distance of the Volpe Center in order to provide quick turnaround time for projects to meet current Army program requirements and to attend review and oversight meetings at Volpe. Small Business firms classified under SIC Code 7389 that are interested in proposing on this requirement must register in accordance with the instructions cited below. Request for Quotation (RFQ) issuance will be on or about November 10, 1998. No telephone requests will be accepted. The solicitation and any document related to this procurement will be available on the Internet, these documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Paper copies of the RFQ and or amendments WILL NOT be issued. The Department of Transportation (DOT) has a bonding assistance program available which enables minority, women and disadvantaged business enterprise firms to obtain bid, payment, and performance bonds with a guarantee up to 80 percent against losses. In addition, a short-term loan program is available to provide working capital at the prime interest rate.
