Defense Supply Service-Washington (DSS-W) on behalf of the Office of the Army International Affairs (OAIA) is seeking a contractor to provide extended and quick turn-around analytic and administrative support services and other elements to Headquarters, Department of the Army, HQDA. OAIA has the responsibility within the Department of the Army for the international affairs functions of the Army. Its mission is to support both the Secretary and Chief of Staff of the Army by developing, coordinating, resourcing and assessing Army International Activities (AIA) in support of the National Security Strategy, the National Military Strategy, and the regional strategies of the Combatant Commands. AIA are defined as all official activities involving cooperative, non-combat interaction between any element of the Total Army, U.S. defense industry, and the militaries, governments, industries, or people of other nations. The principal objective of this contract is the provision for analytic and administrative support services in examining the roles and alternative strategies for employing and managing Army International Activities. Supporting tasks address a functional review of AIA, recommended policy development, resource management, multinational force compatibility and operational concerns. Support also includes assisting in the development of AIA policy and on politico-military (military-to-military programs), security assistance, Defense Cooperation in Armaments, foreign liaison and international commemorations program issues. The contract will be a single award with a base period of twelve (12) months with four one-year options. It is anticipated that the solicitation will be issued and posted on the World Wide Web (WWW) on or about 30 November 1998.
