Energy/Oak Ridge Operations Office (DOE/ORO) is seeking a contractor to
assist the DOE/ORO in providing multi-disciplinary services that
include a paramilitary protective force, information security,
personnel security, and counterintelligence across the Oak Ridge
Reservation at East Tennessee Technology Part (ETTP), Y-12, Oak Ridge
National Laboratory (ORNL), Federal Building Complex, Office of
Scientific and Technical Information (OSTI), Transportation Safeguards
Division Maintenance Facility, Central Training Facility (CTF), and
other Oak Ridge Operations (ORO) facilities. The following
qualification criteria shall apply and must be satisfied by all
offerors: 1)Certification of offeror's intent to implement First Right
of Refusal; 2) Certification of offeror's intent to honor accrued
employee benefits, including pension plan, length of service, vacation,
severance pay seniority; 3) The offeror must be free from foreign
ownership, control or influence pursuant to the provisions of DOE
Acquisition Regulations 904.70; 4) The protective force employees and
Central Training Facility employees shall be employees of the prime
offeror; and 5) the successful offeror shall establish an office
located in the local commuting area other than on the DOE
sites/facilities. Offerors who fail to satisfy the qualification
criteria will receive no further evaluation or consideration. The
Request for Proposal (RFP) will contain specific instructions regarding
these qualification criteria and the evaluation criteria. The RFP will
be made available via the ORO Procurement and Contracts Division Home
Page located at www.doe.gov/procurement/oro_home.html on or
approximately December 11, 1998 with an approximate response date of
January 15, 1999 and oral presentations will follow soon thereafter.
The union agreements applicable to this procurement may be obtained by
contacting the DOE Public Reading Room on (423) 576-0759 located at
the American Museum of Science and Energy, P. O. Box 2001, 300 S.
Tulane Avenue, Oak Ridge, Tennessee 37831. The union agreements will
also be made available on the ORO Procurement and Contracts Division
Home Page. The RFP will provide specific dates and information
regarding the oral presentations and evaluation criteria and other
documents deemed appropriate and necessary for proposal preparation. It
is anticipated that the contract will be awarded July 1, 1999 to begin
the 90-day transition period and that the contract term will consist
of a three-year base period plus seven option years. "See Note 26."
