is seeking proposals to provide lockbox and data processing service
under Request for Proposal number CFOFT-99-R-105. There are three major
revenue sources included in this lockbox Request for Proposal ("RFP"):
1) most District of Columbia taxes, 2) fees collected by the
Department of Consumer and Regulatory Affairs, and 3) motor vehicle and
parking fees. More specifically, this RFP includes the following: i)
Fourteen lockboxes, ii) Over two billion dollars of tax or other
collections or processing, iii) Over one million tax returns, bills or
licenses to process, and iv) Over 750,000 remittances or checks to
deposit. -- -- -- -- -- The lockboxes are grouped into four Service
Groups as follows: i) Office of Tax and Revenue (OTR): Real Property
Taxes, Sales and Use Taxes and Arena Fees. These taxes are grouped
together because the lockbox contractor must provide an over-the-
counter payment capability at either their own branches or the branches
ofa partner bank (but not for the Arena Fee). These taxes must be
collected exclusively by the lockbox contractor as a portion, or all,
of each tax or fee has been pledged to bond holders for the servicing
of certain issuance of debt. ii) Office of Tax and Revenue (OTR):
Individual Income Taxes, Incorporated and Unincorporated Franchise
Taxes, Employer Withholding Taxes, Individual Quarterly Tax
Declarations, and Franchise (incorporated and unincorporated) Quarterly
Tax Declarations. The District will continue to process the remittances
or checks for the Individual and Franchise Tax payments (that are sent
in with the returns), but not the quarterly declarations. iii)
Department of Consumer and Regulatory Affairs (DCRA): Corporation and
Annual Report Fees, Business License Fees, Occupational and
Professional License Fees and Insurance Company and their
Representative's Fees. iv) Bureau of Motor Vehicles (BMV): Motor
Vehicle Registration Fees, Parking Registration Fees and Unpaid Ticket
Balances all paid on a single renewal form. TO OBTAIN A COPY OF THE
SOLICITATION BY RETURN EMAIL, send a message CITING THE RFP NUMBER IN
THE SUBJECT LINE, to rfp_at_~cfo-ojs@ccmail.dcgov.org (Note the tilde
prior to "cfo" and the hyphen between "cfo" and "ojs".) The CFO's
server will retrieve Volume 1 of the RFP and dispatch it to the address
from which the Email message arrived. The RFP will arrive in Adobe
Acrobat ".pdf" file format and will require an Adobe Acrobat Reader.
The Reader can be obtained free of charge off the Internet, and the
returning Email cover sheet with the RFP arttached will provide
instructions on the site from which the reader can be obtained. Include
your name and address, telephone and FAX number in the body of your
message of request so that the illustrations, attachments and exhibits
contained in Volume 2 can be mailed. If a hard copy both Vol. 1 and
