The U.S. Coast Guard Research and Development Center seeks to identify responsible sources and obtain information inregard to availability of commercially available smoke bombs. The USCG will be conducting oceanographic research exercises in the Gulf of Mexico, near Galveston Texas on or about April 1999. It is necessary to montior the wind direction at sea level and higher during these experiments. Smoke bombs will be deployed from helicopters or ships to create a smoke column for this purpose. The smoke direction should be able to be observed up to at least one half mile or more from the drop zone. The bombs should be activated manually and thrown or dropped into the water from helicopter or ship. The must be able to produce smoke while in the water for an unspecified length of time, preferably one hour or more so that wind direction can be observed during the exercise. The smoke bombs must be safetly enclosed during storage and transit tot heir destination and directions to their use, deployment andsafety must accompany the delivery. All Federal or State laws must be complied with during purchase, transit and use of the bombs.
