This is an amendment to Submission No. 262500 dated 15 October 1998, issued as a Request for Proposal. The Marine Corps Systems Command has corrected the part number of CLIN 0001, Kenwood FreeTalk radio; converted CLIN 0002, Microphone/Earpiece to option CLIN 0101; specified another color option for CLIN 0003, Carrying Cases; and, extended the due date for proposals until 04 November 1998. The Marine Corps Systems Command is still seeking qualified small businesses which may be able to satisfy this effort. As a result of the changes, a combined synopsis/solicitation for commercial items has been prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation M67854-99-R-2024 is being issued as a Request for Proposal. This solicitation document incorporates Provisions and Clauses that are in effect through Federal Acquisition Circular #97-06. In accordance with FAR Provision 52.212-2, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, ability to meet product specifications and time to delivery considered. This procurement is 100% set-aside for Small Business and the Standard Industrial Classification Code (SIC) is 3669. The size standard is 750 employees. Contract line items are as follows: CLIN 0001: 400/each Ultra High Frequency (UHF) Transceiver (Kenwood Free Talk/UBZ-LF-14BK)(black) (Brand Name Only) CLIN 0002: RESERVED. CLIN 0003: 400/each Carrying Case for the Kenwood Free Talk, Olive Drab or Camouflage in color (Brand Name or Equal) OPTION CLIN 0101: 400/each Clip Microphone and Earpiece to be used with the Kenwood Free Talk with the following specifications: microphone, ear-bud receiver, integrated push-to-talk switch which has an alligator clip to positively secureit to a Marine's lapel (once placed by the individual Marine, the microphone and ear bud receiver must remain in position while being worn by the Marine during combat conditions.) The ear bud should have an adjustable ear hook to keep it in contact with the ear. The connecting cord should be no longer than 18" and not encumber the normal movement of the Marine's head. (Please note that the Kenwood HMC-3 and EMC-3 models will not meet the above specification. The requiring activity has identified a product by Pryme (400 series headset) which is similar to the specifications provided.) Contractor is requested to provide specifications for the Microphone and Earpiece which is being proposed. Delivery of the CLINs 0001, 0003 and Option CLIN 0101 (if option is exercised at time of contract award), shall be no later than 04 December 1998 to the following location.
