Subject to final approval, the Bureau of the Public Debt intends to acquire through commercial item procedures, on a sole-source basis from TREEV Inc., an upgrade to the existing Computer Output to Laser Disk (COLD) System. Public Debt's mainframe operating system is currently being upgraded from MVS/ESA to OS/390 Version 2.5. The COLD System will be upgraded from Version 6.0 to Version 6.2 (to be renamed DataTREEV 1.0) to be compatible with OS/390. The current COLD System is configured with One (1) LA1691/61 Jukebox, Expansion Slot Unit, 20GB RAID, Six (6) 6.4GB read/write drives, one (1) Control Unit, One (1) Pentium processor with dual 200 Mhz processors, Version 6.0 Software, Customized Issues-on-tape (IOT) software, Batch process maintenance, Multi-LPAR, Multi Target Archive, and LANVIEW Server software. The 200 Mhz processors will be upgraded to a minimum of dual 450 Mhz processors, 512MB RAM, multiple SCSI controllers, CD Writer, 8 GB Dat Tape, and one (1) Internal NT Polaris Card. 54GB CACHE RAID 5 shall be installed in the server cabinet. Installation of hardware/software is required. Maintenance must be provided for the entire system by one contractor. No solicitation document is available. A request for documentation will not be considered as an affirmative response. If no affirmation written response is received within 10 days after publication of this notice, to the effect that comparable items/services are available, and that it is more advantageous to the Government than obtaining these items/services through a sole-source contract, a sole-source award will be made.
