Narcotics and Law Enforcement Affairs is requesting offers for the
purchase of surveillance equipment as follows: Item 1 -- 2 each
Video/Audio Surveillance units with the following characteristics: A
Cordura expandable Computer Case modified to allow covert video and
audio surveillance utilizing a 1/3" CCD black and white video board
camera with pinhole lens, microphone, amplifier, modified Sony 8mm
recorder, control Circuit, 12 VDC converter and converter cable. The
8mm recorder with monitor is to be incorporated into the system to
allow the user to verify target requirements and results in the field.
The modification and control circuit to allow the user to activate
"RECORD" mode from full "OFF" position. The Video system is to be
powered by a 12VDC rechargeable Battery (220 VAC 50 Hz Charger to be
included). The audio system: microphone amplifier and microphone are to
be powered by 2 "AAA" batteries. Special Projects Corporation Model

for reference only. Each bidder is requested to submit bids with their
comparable items of equipment meeting stated requirements. This
procurement is a Small Business Set Aside. The Government will make an
award to the responsible vendor whose offer conforms to the
solicitation contained herein and is most advantageous to the
Government (i.e., that which represents the best value to the
Government), cost or price or other factors including time required for
delivery will be considered. The combined relative merit of the
technical evaluation factors listed above will be more significant than
the cost or price factor in the selection of the contractor. While the
cost or price has no numerical weight, it is criterion in the overall
evaluation of the proposals. Furthermore, the proposed cost or price
must be considered reasonable and must reflect the proposed technical
and operational requirements of the needed equipment. In the event that
two or more offers are considered technically equivalent, the evaluated
cost or price and delivery time will be of primary importance in
determining the proposal most advantageous to the Government. Please
provide item specifications sheets and/or brochures, unit cost, total
item cost and estimated delivery date via FAX for each line item
indicated above. All necessary information for quotation is contained
